Description
SPAWAR Systems Center Pacific (SPAWAR SSC Pacific) intends to negotiate asole-source, indefinite-delivery/indefinite-quantity contract with the MayoClinic,Rochester, MN 55905, for a follow-on contract to N66001-05-C-8018 whichexpired 2 May 2010. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) andFAR 6.302-1, Only one responsible source and no other supplies or services willsatisfy agency requirements. The proposed contract will support the Space and Naval Warfare SystemsCenter, Pacific and the Defense Advanced Research Projects Agency, as well asother Government Agencies (such as the Air Force, Army, and NSA) in thedevelopment of national microelectronics capabilities. Specifically, thecontractwill provide for the tracking and evaluating of microelectronics technology,assistance in developing applications and prototypes, modeling and simulation,and monitoring industry progress on related efforts for various federaldepartments and agencies. It will also serving an an impartial (non-commercial) voice in identifying DoD insertion opportunities for current andfuture military systems. The Special Purpose Processor Development Group (SPPDG), in the Departmentof Physiology and Biomedical Engineering at the Mayo Clinic, has served as theprimary team of subject-matter-experts for high speed signal processorapplications for federal projects since 1985 via its near continuous series ofcontracts with Space and Naval Warfare Systems Center, Pacific (SSC Pacific)Code 55405. This effort is a follow-on to a series of five consecutive, sole-source, 5-yearcontracts: N66001-85-C-0037, N66001-89-C-0104, N66001-94-C-0051,N66001-99-C-8605. Currently, the Mayo Foundation is performing underContract N66001-05-C-8018, awarded in May 2005 by SPAWARSYSCEN Pacific.The tasking/scope of the anticipated/upcoming contract is roughly identical tothe scope under the preceding five efforts. The upcoming effort will require tasking in the following technical areas:(NOTE: The requirements below are only excerpts from a much longer andexpansive Statement of Work) General Engineering New Approaches: Contractor shall apply new design approaches and techniquesto components, mustachio modules or their successors, circuit boards, andentire electronic systems. Compare new and present approaches to suggestand implement improvements. Technology Evaluation. Contractor shall investigate novel and fundamentalhigh-performance electronic technologies by designing new structures,modifying current devices, and integrating multiple structures. System Engineering Contractor shall provide Systems Engineering support. It shall includeevaluating feasibility of new concepts, developing system design concepts,feasibility studies, proof of concept studies, existence proofs, definingsystems,recommending specifications, and examining proposed approaches forapplication issues. This includes such areas as packaging concepts,interfacing,microprocessors, power usage and distribution, high-speed special purposecircuit's applications, and signal processor applications. Design Engineering General: Contractor shall perform general design services for governmentassigned projects in any of several key areas, such as components, chips,multichip modules, printed circuit boards and complete systems. Designdemonstration processors and systems. Devices: Contractor shall support SPAWARSYSCEN PACIFIC assignedgovernment technology programs through the design of advancedsemiconductor devices and passive components including test structures,systems-oriented chips, and generic test chips for advanced packagingevaluation. Subassemblies: Contractor shall design, layout, and fabricate different typesofsubassemblies to demonstrate the systems-oriented operations of newlydesigned chips. Reverse Engineering: Contractor shall obtain samples of actual microelectronicsdesigns for analysis and determination of the internal structures and function. Assembly Process: Contractor shall develop new assembly techniques andimprove current assembly techniques by building experimental structures andevaluating the results. Ensure the continued availability of a hybrid cleanroomwith state-of-the-art assembly equipment and tools for test and analysis ofsample microelectronics and/or high speed circuits. Algorithm Development Definition: Contractor shall identify areas in electronics design for whichcommercially available Engineering Computer Aided Design tools either do notexist or are deficient. Development: Contractors shall develop mathematical approaches forsimulating electromagnetic and other complex behaviors of electronicstructures. Implement algorithms applicable to the design of high-speedelectronics. Verification: Contractors shall compare simulated results from newlyimplemented algorithms with measured and/or published data. Design, build,and measure test structures for validating the supporting principles,algorithms,mathematics, and software implementations. CAD Tool Development Enhancement: Contractor shall improve flexibility, ease of use, interfaces, andoverall integration across the MagiCAD system. Extend the MagiCAD and othersoftware tool sets to accommodatenew technologies such as timing simulation,and data formats, and standards. Maintenance, Control and Release: Contractors shall integrate new/updatedsoftware modules into MagiCAD and/or other CAD frameworks throughcontrolled releases. Software Distribution and Support: Contractor shall make CAD expertise,experience, and capability available by distributing and supporting Contractor -developed simulation and design tools and techniques to governmentagencies, industrial collaborators, research and educational institutions. Electronic Packaging Studies Standard Devices: Contractor shall develop standard passive and activedesigns that can be used to compare various electronic packagingtechnologies. Perform tests and provide analysis and recommendations. Package Development: Contractors shall provide engineering services tosupport development of new and advanced packaging technologies. Developsuitable sample and prototype structures for electrical measurement. Explorenew concepts for system packaging, addressing electrical, thermal, andmechanical design issues. Prototype Development: Contractor shall evaluate rapid fabrication capabilitiesand products developed in them. Solve CAD (Computer-Aided Design)interface, assembly, mechanical, and test fixture development issues to insurefast turnaround of prototype designs. Modeling and Simulation Modeling: Contractor shall create and verify generalized simulation models ofnovel electronic structures. Device: Contractors shall expand present simulation techniques to evaluateperformance of noveldevices and circuits using such devices. Packaging: Contractor shall expand present 'on-chip' simulation techniques toinclude other levels of packaging and sources of performance deficiency.Develop techniques for simulating mixtures of analog and digital circuitrythroughout the electromagnetic spectrum. Simulation: Contractors shall apply EM (Electromagnetic) tools and simulationtechniques in support of Government sponsored technology programs. The Statement of Work will also require tasking in Material Studies, Test &Evaluation, Technology Assistance, and Archiving. This notice of intent is not a request for competitive proposals. Interestedparties may identify their interest and capability to respond to therequirementor submit proposals. Information received will normally be considered solelyforthe purpose of determining whether to conduct a competitive procurement. Adetermination by the Government to compete the proposed contract basedupon responses to this notice is solely within the discretion of theGovernment. The applicable North American Industry Classification System (NAICS) Code is541712, and the size standard is 500 employees. The anticipated period ofperformance will be approximately five years.
