Description
RECOVERY PWR ARRA MORA PMIS 72360 For Information Only - Notice of Intent to Award Sole Source Modification to 8a Contract, MORA Sunrise Visitor Center, Renovation of Flooring, Doors, Cabinets, and Millwork. RECOVERY TAS::14 1035::TAS RECOVERY MORA PMIS 72360 The National Park Service intends to negotiate and award a firm fixed price contract modification in the amount of $27,135 to Saybr Contractors, Inc., 3852 South 66th Street, Tacoma, Washington 98409 for additional construction and renovation at the Sunrise Visitor Center, Mount Rainier National Park. This is not a request for competitive proposals and is published for the purpose of providing public notification. JUSTIFICATION FOR THIS SOLE SOURCE ACTION 1. Identification of the Agency and the Contracting Activity: Department of Interior, National Park Service, Pacific West Region, Mount Rainier National Park, action awarded through North Cascades National Park, Sedro-Woolley, WA 98284. 2. Nature and/or Description of the Action Being Approved: The National Park Service, North Cascades National Park, intends to negotiate and award a sole source contract modification for additional construction and renovation work as identified in this announcement in accordance with FAR Part 6, FAR Part 43, and FAR 19.8 and 41 U.S.C. 253(C) (5) to Saybr Contractors of Tacoma, Washington. 3. A Description of the Supplies or Services Required to Meet the Agency's Needs, Including the Estimated Value: Modification, additional within scope work at Mount Rainier National Park, Sunrise Visitor Center; added work includes removing existing displays, remove and replace additional flooring, additional casework per revised drawings, add new door sidelights to match existing for historical accuracy, various deducts based on site visit. Net increase $27,135 4. An Identification of the Statutory Authority Permitting Other Than Full and Open Competition: FAR Part 6, and FAR 19.8 and 41 U.S.C. 253(C) (5). 5. A Demonstration That the Proposed Contractor's Unique Qualifications or the Nature of the Acquisition Requires Use of the Authority Cited: Saybr Contractors was recently awarded a contract to perform work at Mount Rainier NP, Sunrise VC. The added work is a result of revised drawings and specifications, and a site visit that was not possible at time of initial negotiation and award. Saybr was initially selected based on the following: Saybr Contractors is a Small Business Administration certified small and disadvantaged business with extensive construction experience at Mount Rainier. Saybr has performed numerous projects at Mount Rainier National Park, all have been satisfactory. The Sunrise Visitor Center is located at 6400 feet and no access to the jobsite is available this time of year without the use of helicopters and/or snowmobiles, the area is prone to snowstorms, blizzard conditions, and avalanche risk. Due to the aforementioned factors, conducting any form of group site visit is impractical and could be dangerous. Normal road access to Sunrise VC, for the purpose of a competitive site visit, is not anticipated until June, this would not allow sufficient time to solicit and award a contract for performance this year. This would also delay the opening of the exhibits. Additionally, this would not allow expenditure of the ARRA funded money within the timeframe designated for expenditure of funds (all requirements of law are being met and this action is in full compliance with acquisition regulations). Saybr has direct experience at Mount Rainier, direct experience working in remote locations, and direct experience in forecasting the costs related to performing the work at Mount Rainier. 6. A Description of Efforts Made to Ensure That Offers Are Solicited From as Many Potential Sources as is Practicable, Including Whether a Notice Was or Will Be Publicized as Required by FAR Subpart 5.2 and, If Not, Which Exception Under FAR 5.202 Applies: Soliciting a single offer from a SBA certified small disadvantaged business is authorized through the SBA 8a Program at this dollar threshold. This ARRA funded modification is synopsized to promote maximum transparency of expenditure of ARRA funds. 7. A Determination by the Contracting Officer That the Anticipated Cost to the Government Will Be Fair and Reasonable: NPS utilizes Architects and Engineers to review the proposed modification to insure fair and reasonable pricing. 8. A Description of the Market Research Conducted (see FAR Part 10) and the Results or a Statement of the Reason Market Research Was Not Conducted: Market research was conducted by the Contracting Officer at North Cascades National Park and by the Program Personnel at MORA to verify the aforementioned factors are accurate. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition (see FAR 6.302-2 (9) (i) - (iii) for some examples): N/A 10. A Listing of the Sources, If Any, That Expressed in Writing, an Interest in the Acquisition: N/A 11. A Statement of the Actions, If Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for the Supplies or Services Required: Award of this action is in accordance with all laws and within all guidelines of Federal Acquisition Regulations and based upon the aforementioned factors is in the best interest of the Government.
