- This Pre Solicitation Notice is for the design and construction of site improvements and construction of facilities to support the Afghanistan National Border Police (ANBP) Units in Andkhoy, Faryab, Afghanistan. This project is defined as the management, design, material, labor, and equipment to design and construct and/or refurbish all utilities, roads, buildings, force protection measures, site security, de-mining activities, and other features as referenced herein. The work within this contract shall meet and be constructed in accordance with current U.S. design and International Building Codes (IBC), Life Safety Code (NFPA-101), Force Protection and security standards. The dollar magnitude of this project is between $5,000,000 and $10,000,000.00. The period of performance for design and construction completion of this project is 400 calendar days from issuance of the Notice to Proceed. Award will be made to one (1) Offeror who is deemed by the Government to be responsible in accordance with Federal Acquisition Regulation (FAR), conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified to the spending solicitation, represents the best value to the Government. The source section process to be utilized by for this acquisition is Lowest Price Technically Acceptable (LPTA). The submission requirements and evaluation criteria will be defined within the Solicitation. In general, Offerors must demonstrate experience in designing and constructing at least one (1) same or similar project completed in the CENTCOM Area of Responsibility and valued at over $9,000,000. The Offeror will also be required to provide information about the Offerors experience, key personnel, past performance, Security Plan, and Afghan Capacity Development. Solicitation W5J9JE-10-R-0098 for the BP Company Andkhoy project will be issued on or about 29 July 2010. The solicitation and any amendments will be posted through the Armys Single Face to Industry (ASFI) to the Federal Business Opportunities (FBO) website at: http://www.fedbizopps.gov. It shall be each contractors responsibility to check the FBO website for the solicitation and any amendments. The applicable NAICS code is 236220.
