Description
This notice is amended as follows: Date of site visit corrected. A site visit will be conducted on Tuesday, July 20, 2010 at 09:00am (local time) at VA Illiana Health Care System, 1900 East Main Street, Danville, IL 61832. Meeting place will be at Bldg 64, all attendees will need to go to Building 102 to obtain a visitor pass prior to the site visit. All other items remain the same. The Department of Veterans Affairs, VA Illiana Health Care System, 1900 East Main Street, Danville, IL 61832 anticipates soliciting bids for a construction project known as "Asbestos Abatement Bldg 104, Hallways". The solicitation will be conducted in accordance with FAR Part 14 (SEALED BIDDING) and Part 36 (CONSTRUCTION) and will be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Total Set-Aside for Small Businesses. The contractor shall furnish all labor, materials, equipment, supervision, supplies, travel, etc. to perform all work under this project which consists of: Remove all 12"x12' VCT floor tile (non-asbestos), and asbestos mastic located in Building 104-Corridors. Contractor shall remove approximately 5,279 SF plus-minus 10% variations as indicated in contract specifications section 028213. The contractor shall be licensed in the state of Illinois and shall abate materials in accordance with state and local EPA and OSHA regulations. Contractor shall conduct all air monitoring, collect air samples to be analyzed by Phase Contrast Microscopy (PCM). NVLAP accredited laboratory. Written documentation will be provided at the end of the shift to document work practices and air sampling results. Clearance results will be provided immediately following sample analysis thru out the project. Prior to commencing work, general contractor shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20(b) (2) with 30-hour OSHA certification will maintain a presence at the work site whenever the general or subcontractors are present. Employees of general contractor or subcontractors shall have the 10-hour OSHA certified Construction Safety course and /or other relevant competency training, as determined by VA Contracting Officer with input from the ICRA team. Submit training records of all such employees for approval before the start of work. The period of performance is 30 calendar days from receipt of Notice to Proceed. Magnitude of constructions is between $25,000 and $100,000. NAICS Code for this acquisition is 562910, Remediation Services. Small Business Size Standard $14.0 Million applies. Due to Unusual and Compelling Urgency (10 USC 2304(c)(2) or 41 USC 253(c)(2)) the solicitation documents including specifications/drawings will be issued on or about July 16, 2010 with a response time of 15 days for proposals. All solicitation, specifications, drawings and scope of work will be posted on Federal Business Opportunities (www.fbo.gov). This notice is for informational purposes only and is not a request for submission of offers. No other information is available until issuance of the solicitation. The Government is not obligated to issue a solicitation as a result of this notice. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge at the Federal Business Opportunities (FBO) System website (http://www.fbo.gov) with a due date to be specified in the Solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. All interested bidders (prime contractors & subcontractors) should register at www.fedbizopps.gov if interested in this procurement. A Bidders Mailing List is not maintained. Bidders are advised that they are responsible for obtaining all bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA.
