Description
The Naval Medical Logistics Command intends to increase the original sole source contract (IAW FAR 6.302-1) with Prometheus Labs (Contract #N62645-09-D-5011) at 9410 Carroll Park Drive, San Diego, California 92121, as the only responsible source that can provide testing on patient specimens that are intended to diagnose and/or treat celiac diseases. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. Naval Medical Center San Diego (NMCSD) has an increased need for a standard of care for testing by Prometheus which specializes in gastrointestinal disease serological and genetic testing using proprietary and patented markers with sophisticated pattern recognition technology to aid clinicians. Irritable Bowel Syndrome (IBS) has traditionally been a disease diagnosed (ruled in or out) by "process of elimination." However, Prometheus has developed a blood-based biomarker test that can directly diagnose IBS; this is possible using the IBS Diagnostic Serology 7 test to differentiate the diagnosis of IBS from Celiac Disease (CD), Ulcerative colitis (UC), and non-IBS. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 621511 with a Small Business Size Standard of $13.5. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
