- Industrial High Volume Shredder Requirement The Bureau of the Census, National Processing Center (NPC), Jeffersonville, Indiana is issuing this notice as a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 51-SO-BC-10-00093 is issued as a Request For Quote (RFQ). This solicitation and incorporated provisions and clauses are those in effect through FAC 2005-43 dated 2-July-2010. DESCRIPTION: CLIN0001: Industrial, High Volume Shredding Machine with the following minimum specifications/characteristics: 1.Shredding machine must connect via output conveyor with existing Cummins Model 1480, 25HP Baler (72”x30”x40”). 2.Powered by electricity, 460 Volts, 3 phase, 60 Hertz, 60 amp max combined with CLIN0002 and CLIN0003. 3.5/16 inch strip shred. 4.Input conveyor fed at not less than 95 feet per minute. 5.Input conveyor not less than 8 feet long and 30 inches wide, surrounded by a work table/lip area approximately 18 inches wide. The work table/lip area to support 350 pounds distributed unevenly. 6.Capable of sustained volume of 2 tons per hour, 12 tons per day. 7.Materials to be shredded include paper sheets of various weights, paper bound with various materials which may include plastic and metal staples and clips, file folders, posters, pamphlets, envelopes, Glassine window envelopes, multi media materials, and plastics such as ID badges. 8.Must accept paper size up to 22”x 28”. 9.Must accept paper based materials and stacks of paper up to 1.5 inches thick. 10. Input feed opening not less than 30 inches wide. 11. Maximum decibel rating less than 85 dB(a). 12. Minimum one year warranty covering all parts, labor and incidental expenses. CLIN0002: Option for extended period maintenance agreement for CLIN0001 which includes all costs associated with preventative maintenance and repair service per year, renewable for up to 3 additional years. CLIN0003: Output Conveyor linking shredder to existing Cummins Model 1480, 25HP Baler (72”x30”x40”) with the following minimum specifications/characteristics: 1.Powered by electricity. (60 amp max combined with CLIN0001 and CLIN0003) 2.Belt width 30 inches. 3.Conveyor length must be adequate to reach existing Cummins Model 1480, 25HP Baler (72”x30”x40”). 4.Conveyor speed must be adequate to keep pace with shredder output. 5.Conveyor must link shredder to existing Cummins Model 1480, 25HP Baler (72”x30”x40”) in a safe and secure manner with attachment to the floor, the shredder and/or the baler as appropriate. 6.Maximum decibel rating less than 85 dB(a). 7.Minimum one year warranty covering all parts, labor and incidental expenses. CLIN0004: Option for extended period maintenance agreement for CLIN0003 which includes all costs associated with preventative maintenance and repair service per year, renewable for up to 3 additional years. CLIN0005: Dust Collection System designed to work in conjunction with the shredding system (shredder, conveyor and baler) with the following minimum specifications/characteristics: 1.Dust collection system shall ensure that paper dust particles generated from shredding system shall not exceed 15 mg/m3 (total dust) or 5 mg/m3 (respirable fraction), as required per the OSHA Permissible Exposure Limit (PEL) for "particulates not otherwise regulated." 2.Powered by electricity. (60 amp max combined with CLIN0001 and CLIN0002) 3.Maximum decibel rating less than 85 dB(a). 4.Minimum one year warranty covering all parts, labor and incidental expenses. CLIN0006: Option for extended period maintenance agreement for CLIN0005 which includes all costs associated with preventative maintenance and repair service per year, renewable for up to 3 additional years. CLIN0007: All labor, materials, tools, equipment and incidental items required for the installation of CLIN0001, CLIN0003 and CLIN0005 together with existing Cummins Model 1480, 25HP Baler (72”x30”x40”) to complete a coordinated, integrated, operating shredding and baling system. CLIN0008: Training 8 Census employees on the characteristics, features, capabilities, use, daily maintenance and proper cleaning of the shredding and baling system as installed. The U. S. Census Bureau anticipates one award resulting from this notice. Delivery is FOB destination to: U. S. Census Bureau, Building 60F, 1621 Dutch Lane, Jeffersonville, IN 47132. Delivery not later than: 30-SEP-2010. The following provisions and clauses apply to this RFQ. 52.212-1, Instructions to Offerors-Commercial Items, 52.212-2, Offeror Representations and Certifications—Commercial Items 52.212-3, Evaluations-Commercial Items, 52.212-4, Contract Terms and Conditions-Commerical Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or executives Orders – Commercial Items. Equipment Offered in Trade for Credit Against Purchase Price The U. S. Census Bureau has a fully operational Cummins Model 1480 25HP Shredder with high impact T18 cutters and 3/16 inch cutter width. This unit is currently in use and has been maintained and serviced. The U. S. Census Bureau is offering this unit “as is”, with no warranty express or implied, FOB at the NPC Facility, Jeffersonville, Indiana, in trade for a credit towards the purchase price of the line items described above. The unit is available for inspection at the NPC Facility. Please clearly set out the trade-in credit, if any, offered for this Cummins shredder. Quotes are due by 2:00PM Eastern on 30 JULY 2010. Prior to award, the apparent low offeror must be actively registered at CCR.gov and have on file or submit a Census vendor registration form.
