Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS)-Flow Cytometry Core Facility intends to negotiate and award a sole source purchase order to Beckman Coulter, Inc, 11800 S.W. 147th Avenue, Miami, FL 33196-2500 for a MoFlo Astrios Cell Sorter. The MoFlo Astrios Cell Sorter provides routine use of fluorescence-activated cell sorting (FACS) technology in assaying a multitude of biological properties at the molecular, subcellular and cellular levels. Critical to these activities in this initial research and development of a wide variety of novel, customized and now standardized multi-color staining FACS protocols, including those reporting different types of cell death (i.e., apoptotic, necrotic, cytotoxic), in addition to those assaying functional gene expression and cell signaling. The aim of these protocols is to maximize the simultaneous detection and quantification of multiple biological properties per cell and its subcellular compartments (i.e., plasma membrane, cytoplasm, mitochondria, and nucleus). The MoFlo Astrios Cell Sorter provides high-throughout screening of cells and assaying of their specific biological properties, in addition to preparative sorting of purified cell populations and/or subpopulations of interest, based one or more cellular/subcellular parameters. Beckman Coulter MoFlo Astrios Cell Sorter is the only known system with the features that are required by the NINDS-FCCF. Of critical importance to NINDS-FCCF are the following capabilities included in this system: (1) seven lasers (355, 405, 488, 532, 561, 592, 640 nm) and thirty detectors sensitive to fluorescence signals emitting from ultraviolet to near-infrared light spectrum thus enabling detection of wide variety of commonly used fluorophores and fluorescent reporters, (2) the ability to simultaneously sort up to six selected homogeneous populations from heterogeneous cell preparations, (3) single cell deposition sorting into 96, 384, and 1536 well plates for versatile clonal cell analyses, (4) compatibility with a wide variety of input tube sizes ranging from 0.5 ml to 50 ml, (5) 100mHz input data sampling enabling high-throughout acquisition rates of 100,000 cells/sec and sorting rates of >70,000 cells/sec, and (6) acquisition software capable to storing up to 1 billion events/file thus enabling compelling analyses of rare cells populations. The acquisition is being conducted under simplified acquisition using FAR Part 12 procedures and exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request of competitive proposals. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
