- MODIFIED PRE-SOLICITATION NOTICE FOR CONSTRUCTION PROJECT TO REPLACE EXISTING SOUTH BOUNDARY FENCE WITH NEW PRIVACY FENCE AT THE CAMP BUTLER NATIONAL CEMETERY IN SPRINGFIELD, IL (NRM PROJECT 10-24) The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-10-IB-0132 for the following: The Contractor shall provide all labor, tools, equipment, material, and supervision necessary to remove and replace the existing south boundary fence with a new privacy fence (with some tree/stump removal necessary) at the Camp Butler National Cemetery as described herein and other specific task as further defined by this Information for Bid (IFB), drawings and specifications. DESCRIPTION OF PROJECT: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is soliciting bids for the project under Solicitation Number VA-786A-10-IB-0132 for the following: General Construction: All work shown on the plans and described in the specifications and scope of work including but not limited to: "remove and scrap metal recycle the existing 6"-0" high chain link fence and concrete fence post foundations at all locations where new privacy fence is to be installed by this project, as shown between point "A" and "F" along the south cemetery property boundary "remove existing chain link fence between point "F" and "H" along the south cemetery property boundary "remove existing concrete fence post foundations at all locations where new fence is to be provided "backfill old chain link fence post holes and other holes with clean fill and compact in 4" lifts to ground surface "grade fence line to reestablish even grade on both sides of fence "Remove all trees, stumps, and brush that will interfere with new fence "Provide and install new 6'-2" high steel privacy fence from point "A" to "F", and provide and install new 6'-0" high galvanized black polymer vinyl coated chain link fence from point "F" to "H" MAGNITUDE OF COST: Between $25,000 and $100,000. CONTRACT DURATION: Performance period is estimated to be no more than 120 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 238990 SIZE STANDARD: $14.0 Million METHOD OF AWARD: THIS PROCUREMENT IS SET ASIDE 100% FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONTRACT. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) Part 14 to a responsible and responsive service-disabled veteran-owned small business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation For Bids (IFB) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on or about July 29th, 2010. Last day for questions for this solicitation is 2:00pm (EST) on August 20th, 2010 and must be submitted in writing to Adam Spacht at Adam.Spacht@va.gov. The Government will not be responsible for receipt of the questions. Contractors may follow up by phone or email to insure receipt of questions.
