Small Business Set-Aside
The Internal Revenue Service intends to award a sole-source, fixed price purchase order to OpenRules, Incorporated of Edison, New Jersey on or about August 3, 2010. The Internal Revenue Service has a need for contractor support to provide follow-on enhancements and customization of the machine learning models using the same methodology with the LMSB data to explore its potential as a tool for knowledge and rules discovery and to enhance tax administration on IRS business tax rules. Responsible sources who believe they can provide the required services may submit a written capabilities statement via e-mail to the Primary Point of Contact not later than 15 days from the date of publication of this notice. Any responses received after the 15 days will be considered non-responsive. No solicitation will be issued, therefore, requests for solicitations will be considered non-responsive. If no responses are received, the award will be made to OpenRules, Inc. Interested parties must have the following expertise: familiarity with the recent advancements in hardware, software and problem solving techniques such as machine learning algorithms and business rules applications, knowledge and experience with the design and development of data modeling, methods and subsequent performance measurement of taxpayer data and familiarity with data produced by the IRS National Research Program (NRP). This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
