- DUE TO THE REQUIREMENTS THE GOVERNMENT INTENDS TO NEGOTIATE A FULL FOOD SERVICE CONTRACT FOR MOBILIZATION SITE AT CAMP SHELBY. THIS SOLICITATION WILL BE READY ON OR ABOUT JULY 22, 2010. This is a Performance-Based Indefinite Delivery, Indefinite Quantity type contract for a base year plus four option years. The Contractor will be required to provide full food service for the Mobilization Site at Camp Shelby, MS. The requirements of this contract include the following meals on an as needed basis: Breakfast, Lunch and Dinner. The Contractor shall perform to the standards in this contract. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) "(a) The Government will award a contract resulting from this solicitation to the responsible offerorwhose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors (in desendingorder of precedence) shall be used to evaluate offers : Technical: The Technical proposal evaluation will consider such things as capability and experience; organization; quality control; specific personnel; scheduling methodology; and safety. Past Performance: The Past Performance proposal evaluation will consider such things as an offeror'sbusiness practices, customer relationship, and ability to successfully perform as proposed and other considerations considering currency, relevancy, sources, context, and trends. Past Performance includes current on-going (present) performance. Offerorswill provide contact information on contracts previously held in the food service industry that are comparable to the requirements of this solicitation. Price: The purpose of the Price/cost evaluation is to provide an assessment of the reasonableness and realism of the proposed price/cost in relation to the solicitation requirements. "Technical and past performance, when combined, are approximately equal to cost or price. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (Cont.) "Failure to provide a complete proposal consisting of the items below may result in the proposal being removed from further consideration for award. Technical narrative that demonstrates the capability of the offeror to conform to requirements of the solicitation and specifically addressing the areas above. Past Performance references for contracts held in the food service industry for a comparable requirement. Complete price schedule, including options. "(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). "(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
