- Notice Type: Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Office of Law Enforcement Standards (OLES), intends to negotiate with VAWD Engineering; Tucson, AZ, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to provide the services described below. Background: The Detection, Enforcement, and Inspection (DEI) program of OLES develops metrology to support the needs of the emergency response, law enforcement, and corrections communities. This includes through-barrier (walls, foliage, etc.) sensing and imaging. A through-barrier sensing system was previously purchased from VAWD Engineering to support our development of a long-range through-barrier system test and evaluation capability. This is a low-frequency application and may include tracking and surveillance of people behind walls, finding people (alive) buried in rubble, imaging people and objects through walls. NIST intends to procure a software upgrade for this barrier sensing system which will allow NIST to implement our own analysis and simulation routines and to change acquisition-time control functions. Recent market research conducted by NIST shows that VAWD Engineering is the only authorized provider of this upgrade. The NAICS Code is 334511. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to VAWD for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST and are authorized by VAWD Engineering to provide these services may clearly and unambiguously identify their capability to do so in writing on or before July 21, 2010 at 12 pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
