This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation. Proposals are being requested and a written solicitation will not be issued. The United States Coast Guard (USCG) intends to award a single Firm-Fixed Price contract. This solicitation is issued as a Request for Proposal number RFP HSCG23-10-R-MSA115 in accordance with FAR Parts 12 and 19. This procurement is Set-Aside 100% for Small Business. The North American Industry Classification System (NAICS) is 332992. The SBA size standard in Employees is 1000. All eligible sources may submit proposals which will be considered by the agency. The solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. The USCG has a requirement for the following:.40 CALIBER FRANGIBLE AMMUNITION. The projectile shall be.40 caliber and shall weigh between 125 and 135 grains. The projectile shall not contain lead. Each cartridge shall contain smokeless propellant. The propellant shall not contain lead. The primer shall not contain lead. USCG requires a total of 300,000 rounds. A quantity of 200,000 rounds shall be delivered to Honolulu, Hawaii and 100,000 rounds shall be delivered to Alameda, California. The ammunition shall be delivered to both locations within 60 days of contract award. The following provisions and/or clauses apply to this solicitation. The FAR Provision 52.212-1, Instructions to Offerors-Commercial Items (JUN 2008). FAR 52.212-2 Evaluation - Commercial Items (JAN 1999). Lowest price technically acceptable. FAR 52.212-3 with Alternate I (APR 2002) Offeror Representations and Certifications-Commercial Items (JUL 2009), Offerors shall be registered in CCR. FAR 52.212-4 Contract Terms and Conditions-Commercial Items (MAR 2009) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2009) FAR 52.252-1 Solicitation Provisions Incorporated by Reference (FEB 1998), the full text of a solicitation provision may be accessed electronically at http://www.arnet.gov/far FAR 52.252-2 Clauses Incorporated by Reference (FEB 1998), the full text of a clause may be accessed electronically at Internet address http://www.arnet.gov/far FAR 52.204-7 Central Contractor Registration (APR 2008). Submit proposals via e-mail to deldridge.t.berry@uscg.mil and james.f.ferguson@uscg.mil. Proposals are due no later than 12 Noon Eastern Time, July 22, 2010. Proposed prices shall include shipping (i.e. F.O.B. Destination) that satisfy the delivery date cited above. Packaging shall be in accordance with industry standards. Ammunition that meets the requirements detailed above will be deemed technically acceptable. The basis for award of this contract is Lowest Price Technically Acceptable.
