C-21 SERVICE BULLETIN LISTINGS AMARC SELECTIONS SPARE PARTS LISTING Market Research and Request for Information (RFI) For Regeneration of Two (2) C-21A Aircraft for the Argentine Air Force This announcement constitutes a Request for Information (RFI) Synopsis. THIS IS NOT A REQUEST FOR PROPOSAL. There is no solicitation package available at this time. All interested parties should send company and/or descriptive literature along with responses to the following items and any comments or questions to primary: bo.lashley@tinker.af.mil or secondary: rose.akeroyd@tinker.af.mil. The responses should include a brief description of the effort required and an estimate of the cost to accomplish each line item. All responses should be received no later than 1500 central time, Friday, July 30, 2010. All questions and comments must be in writing, no telephone calls. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The following information is provided to assist the United States Air Force in conducting market research to identify industry capabilities and estimate costs for regeneration of two (2) C-21A aircraft from the Aerospace Maintenance and Regeneration Group (AMARG), Davis-Monthan Air Force Base (AF), AZ, and return the aircraft to airworthiness status on behalf of the Argentine Air Force. An Industry Day at AMARG may be scheduled at a future date in order to inspect the aircraft. The C-21A is derived from a commercial Learjet 35A and modified to supply passenger, medical evacuation and cargo airlift support for military operations. Learjet, Inc. and/or its subcontractors retain all rights to the data. It is anticipated that these requirements will be source directed. The two aircraft have been preserved in storage outdoors at AMARG since January 2007. The stored aircraft were maintained in accordance with (IAW) AMARG aircraft storage procedures and not Learjet recommended storage procedures (Lear 35 or C-21A Maintenance Manual, Chapter 10-11-00). Line Items: 1. Contractor shall conduct a site survey on the aircraft and review the aircraft maintenance records. 2. Contractor shall perform the maintenance necessary, on behalf of AMARG, for a one time ferry flight from AMARG to the contractor's repair facility. Minimal assistance from AMARG personnel will be provided. a. As a minimum the aircraft will require preparation for service from Lear 35 or C-21A Maintenance Manual, Chapter 10-11-00, including various phase inspections to permit a one- time ferry flight from AMARG to the contractor's repair facility. 3. Contractor shall conduct a ferry flight from AMARG to the contractors repair facility. 4. Once the aircraft has been flown to the contractor repair facility, the contractor shall bring the aircraft back to airworthy status. This includes: a. All required maintenance for both the aircraft and the engines. b. Compliance with all applicable Airworthiness Directives (ADs). c. Compliance with listed Service Bulletins (SBs) and other service literature. d. Replace military specific equipment with commercial equivalent equipment under one or several FAA approved Supplemental Type Certificates (STCs). The equipment that needs to be replaced include: the GPS system (receivers and antennas), the transponder, the UHF radio, and the TACAN. 5. Contractor shall provide spares for the aircraft (see attached list). 6. The contractor shall convert the C-21A technical orders to commercial manuals (flight, maintenance, illustrated parts, etc), and provide two (2) electronic and two (2) paper copies. 7. Contractor shall provide additional recommended support equipment required for the C-21A in addition to what is required for a Lear 35. 8. Contractor shall provide packing, crating, and handling for parts and equipment to be sent to a freight forwarding company on the east coast of the United States. 9. Contractor shall provide transportation for parts and equipment to be sent to a freight forwarding company on the east coast of the United States. 10. Contractor shall provide information on any other necessary tasks to accomplish the objective of this effort. 11. Contractor shall provide an estimated cost for each line item, 1 through 10 above.
