Description
DESCRIPTION: The U.S. Army Contracting Command, Rock Island Contracting Center, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, is seeking to identify potential sources capable of manufacturing various 20mm, 25mm, and 30mm ammunition. The nomenclatures, uses, and estimated quantities are listed below for each item. 20mm MK149, Armor Piercing, Discarding Sabot (APDS) Cartridge, NSN: 1305-01-288-4978, P/N 6264393, in support of the United States Navy. The technical data package (TDP) is classified Distribution D. Current anticipated FY11 requirements are 184,000 each. There are currently no anticipated FY12-15 year requirements. The main components include propellant, case, projectile, pusher plug assembly, primer, tungsten penetrator, discarding sabot, and link. 25mm, M794, Dummy Cartridge, NSN 1305-01-396-8360, P/N 12013880, in support of the United States Army. There are currently no anticipated FY11 requirements and anticipated requirements for FY12 and 15 are estimated at 7,000 each. The TDP is classified Distribution D. Cartridge components include an inert projectile that is silver brazed to a modified standard steel cartridge case. The cartridge is completely inert and is filled with an epoxy resin through an enlarged primer hole. 25mm, M792, High Explosive Incendiary - Tracer (HEI-T), NSN 1305-01-356-0188, P/N 12944496, in support of the Army. The M792 is produced to a performance specification and top level drawing which are both Distribution D. The estimated FY11 requirements are 50,000 each and there are no projected FY12-15 year requirements. Cartridge components include the M115 primer and the M758 fuze. 25mm, PGU-23/U, Target Practice (TP) Cartridge, NSN 1305-01-390-7977, P/N 2001736, in support of the Air Force Special Operations Command (AFSOC). The TDP is classified as Distribution D. There are currently no anticipated FY11 requirements. Potential requirements for FY14 are approximately 206,000 each and 300,000 for FY15. The main components of the PGU-23/U TP Cartridge include the steel projectile body, propellant, steel cartridge case, and percussion primer. 25mm, PGU-25/U, High Explosive Incendiary (HEI) Cartridge, NSN 1305-01-199-6737, P/N 1397AS590, in support of the AFSOC. The TDP is classified as Distribution D. There are currently no anticipated FY11 requirements. Potential requirements for FY13 - FY14 are approximately 470,000 each. The main components of the PGU-25/U HEI Cartridge are the M505 fuze, steel projectile body, explosive, booster pellet, propellant, steel cartridge case, and percussion primer. 30mm, MK239, Target Practice - Traced (TP-T) Cartridge, NSN 1305-01-524-0220, P/N 7624841, in support of the United States Navy. This cartridge will be produced to a performance specification classified Distribution D. Anticipated FY11 requirements are 167,000 each. Total anticipated out year requirements for FY12 - FY15 are 150,000 each. The main components of the MK239 cartridge are an aluminum cartridge case, flashtube, M36A2 percussion primer, propellant, a hardened steel projectile body, and tracer. 30mm, M848, Dummy Cartridge, NSN 1305-01-268-7273, P/N 12902726, in support of the United States Army. The TDP is classified Distribution D. Anticipated base year quantity is estimated at 4,000 each and total out year requirements are estimated at 6,000 each for FY12 and FY13 and 1,000 for FY15. Cartridge components include an inert cartridge with an anodized aluminum case and a modified TP projectile. The primer and the propellant are replaced on the M848 with a threaded steel bolt to maintain the same weight as the TP round. 30mm, M883, High Pressure Test (HPT) Cartridges, NSN 1305-01-168-0538, P/N 11825940, in support of the United States Army testing programs. The technical data package (TDP) is classified Distribution D. The estimated base year requirements are 10,000 each and out year requirements are estimated at 1,000 for FY11 and 4,000 for FY13. Cartridge components include an aluminum cartridge case, projectile, M36A2 percussion primer, flashtube, and propellant. Distribution Statement D TDP means distribution authorized to the Department of Defense and U.S. DOD contractors only (Critical Technology). This TDP contains technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. violations of these export laws are subject to severe criminal penalties. Offerors must be registered with the U.S./Canada Joint Certification Office. For all cartridges except the 25mm M794 and 30mm M848 DUMMY cartridges, special equipment is required to produce these cartridges. The manufacturing process encompasses, but is not limited to: Projectile manufacturing; cartridge case manufacturing; projectile insertion; cartridge case priming; case crimp; and load, assemble, and pack (LAP) of the completed. For each step of the manufacturing process, sophisticated test and measuring equipment is required to ensure the final products comply with the Government requirement. Experience is essential in ballistic testing, and process engineering experience relative to the LAP of these cartridges. A ballistics test range must be available to perform First Article and Lot Acceptance Tests on these cartridges. Production support equipment includes material handling systems, tool room equipment, furnaces for heat treat and annealing, metal forming and machining equipment, anodize and phosphate systems, ultrasonic test equipment, and metrology and metallurgy laboratories. For the 25mm M794 and 30mm M848 DUMMY cartridges, specific production capabilities and skills required to manufacture dummy cartridges may include the following: Projectile manufacturing, cartridge case manufacturing, projectile insertion, case crimp, cartridge chamber gage, and packing and marking equipment. SPECIFICATIONS: These items will be procured to a Technical Data Package (TDP). The M792 and Mk239 will be procured using a Performance Specification. PLANNED ACQUISITION: It is contemplated that multiple award vehicles will be made through this acquisition. SUBMISSION INFORMATION: Interested U.S./Canadian firms who feel they are capable of manufacturing the any or all cartridges are invited to indicate their interest by providing the Government a brief summary of their companies capabilities, facilities, personnel, and past manufacturing experience. Additionally, vendors are requested to comment on any foreseen benefits of the inclusion of these items under the umbrella of a single procurement. Information must be provided to Mr. Jeffrey Kilgard by email at jeffrey.kilgard@us.army.mil. Offerors are instructed to clearly identify the cartridge(s) they are interested in producing and include Medium Caliber Miscellaneous Ammunition as the subject of their response. Please respond NO LATER THAN 3:00 pm. CST, 28 July 2010. This market survey is for planning purposes only and the requirements may change. This shall not be construed as a Request for Proposal or as an obligation on the part of the government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. This information will be used by the Government in developing its acquisition approach.
