Description
NASA is seeking capabilities for all categories from Small Business (SB) for thepurpose of determining the appropriate level of SB subcontracting goals for thisrequirement. The following areas are considered major functional service areas that will be providedunder the MISSION OPERATIONS, SYSTEMS ENGINEERING, AND SOFTWARE (MOSES) II contract:a) Mission Operations responsibilities include safe and efficient control and utilizationof the Hubble Space Telescope (HST) Observatory, maintenance and operation of HST-uniquefacilities and equipment as well as creation, maintenance, and utilization of HSToperations processes and procedures. Flight operations functions including observatorycommand and control, observatory health and safety monitoring, observatory flightoperations support, mission planning and scheduling, ground system operations, and alltraining required to support these functions. HST facilities management includesmanaging and maintaining HST operations and test facilities as well as HST assets andproperty.b) Systems Engineering responsibilities consist of optimizing HST system capabilities tomaximize HST operations effectiveness and science productivity. This is accomplished byassessing HST subsystem performance and monitoring trends, and by analyzing and resolvingHST system anomalies. Engineering services include spacecraft operations, spacecraftsubsystems operations and performance analysis, mission planning, payload operationsplanning, space-to-ground communications, ground-to-ground communications, modeling ofspacecraft operations, modeling of communications and ground station operations,spacecraft command systems, and ground processing of telemetry. This includes providingover-arching systems engineering for the integration of ground system development andimplementation with operations processes and procedures to facilitate effective andefficient operations of the flight segment.c) Flight Software development and maintenance responsibilities include developing,integrating, testing, and maintaining HST flight software as well as operating andmaintaining numerous HST-unique test facilities and systems. In particular, theseresponsibilities include managing and conducting the development, implementation,integration, test, maintenance, and configuration management of the HST Vehicle andPayload flight software, as well as maintenance and configuration management ofassociated documentation. Flight Software services include providing requirementsanalysis, system engineering, software development, mission software validation, groundsystem interface test support, and technical support.d) The HST Ground System consists of the Space Telescope Operations Control Center Systemand the HST Moderate System. Ground Systems and Information Technology (IT) developmentand maintenance responsibilities consist of developing and maintaining the HST GroundSystem to support ongoing HST Operations, maintain security compliance, maintaininteroperability compliance, and support Agency-required initiatives. Ground Systemservices include product management, hardware and software development, productconfiguration management, product deployment, systems and database administration,procurement, and system test. IT System services include development, operation, andmaintenance of the HST Network and HST Information Systems of the HST Ground System.Interested small businesses should submit capability statements addressing which specificfunctional area(s) you have the ability to perform as a subcontractor, by providinginformation on relevant work performed, dollar value of each referenced job, and list ofcustomers.Responses to this synopsis must include the following: name and address of firm, point ofcontact, and type of business: small, small disadvantaged, HUBZone, HBCU, OMEI, and/orveteran/woman-owned.This RFI is to establish an appropriate level of small business subcontracting goals forthe MOSES II acquisition and is not to be construed as a commitment by the Government norwill the Government pay for information solicited. Respondents will not be notified ofthe results. All responses shall be submitted to Nylsevalis Ortiz-Collazo, via email, no later thanJuly 23, 2010 at 5pm.
