FDA is using the procedures set forth in FAR 12 (Acquisition of Commercial Items) to procure the subject services and this notice represents the Government's combined synopsis and solicitation. The FDA will use a "best-value" methodology for evaluating proposals. The order will have a base period of one year, with four one year option periods. FDA anticipates that this order will be a hybrid task order, with both Firm-Fixed-Price and Indefinite Delivery-Indefinite Quantity (IDIQ) contract line items. As this procurement is a complete small business set-aside, proposals are being solicited only from those firms certified as small businesses under NAICS code is 541519 (size standard of $25M revenue). Questions regarding this RFP should be submitted to the Contract Specialist, only in writing, no later than 12 PM (noon) on July 22, 2010 Eastern Time. FDA will not answer questions asked via telephone or submitted to any FDA official other than the Contract Specialist.
