Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-10-T-0204 is being issued as a request for quote. The US Army Aviation and Missile Command is requesting a quote for two (2) T-BERD 6000A Communications Testers. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. This requirement includes the following items: CLIN 0001- T-BERD-6000A, Communications Tester - Qty 2. Description: Handheld, battery operated test device which can perform a variety of tests, to include: - TDM: DSI, DS3 and SONET up to OC-192 rate - Ethernet: 10/100 Mbps Ethernet, 1 Gbps Ethernet (Gig E) and 10 Gbps Ethernet (10-GigE). Test capabilities range from verifying end-to-end connectivity to determining whether throughput, utilization, frame loss, packet jitter and round trip delay characteristics meet specifications. - Serial Datacom test modules provide FDMA Satellite Communications testing over interfaces such as EIA 530, RS449 (balanced and unbalanced), RS-232, as well as Conditioned Di-phase (CDI). - DWDM Optical Spectrum Analyzer - Fiber: OTDR, Optical Power Meter, Optical Source, Visual Fault Locator (VFL), Fiber Inspection Microscope. Delivery is requested as soon as possible. All items shall include shipping costs FOB Destination to Redstone Arsenal, AL. All quotes shall include delivery dates expressed in days or weeks from award date or an actual delivery date. All quotes shall include resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation Commercial items, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 252.232-7003 Electronic Submission of Payment Requests; Clause 252.212-7001 Contract Terms and Conditions; and Clause 52.232-7003 Army Electronic Invoicing Instructions, are applicable to this acquisition, other clauses may be included in the award if applicable. Payment will be made via Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7003. Quotes are due no later than 3:00 PM (CST), 29 July 2010, in the contracting office, Building 5400, Room B148, Redstone Arsenal, Alabama, 35898-5250. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. In the event multiple quotes are received evaluation will be lowest price, technically acceptable. Electronic quotes are preferred, but fax quotes will be accepted. Quotes may be submitted to: david.j.oldham@us.army.mil or via facsimile at 256-876-1631, marked to the attention of David Oldham.
