Description
OLE PUBLIC RELATIONS RFQ TEMPLATE OLE PUBLIC RELATIONS STATEMENT OF WORK This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation NFFKAE001011785-RFQ is issued as a request for quotation and is solicited under full and open competition. The NAICs code is 541820, Special Item Code 542-1 applies to this requirement. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Law Enforcement (OLE) requires a Contractor to provide services to assist OLE to manage a program to identify, develop and administer communications/outreach plans and strategies to meet communication needs and partnering opportunities, respond to request from various governmental and non-governmental organizations for information, materials and recruitment information concerning OLE. These services are required to cover one twelve month base year with four (4) Option Years for continued services. Each option year will be described in detail through an accompanying statement of work prior to exercising each option period. Specifics of this requirement are further detailed in the attached Statement of Work titled, ‘Office of Law Enforcement Public Relations Services, May 1, 2010'. The Government shall award a single vendor Blanket Purchase Agreement (BPA) resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation and the attached Statement of Work that will be most advantageous to the Government, price and other factors considered. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-42. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.213-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4,Contract Terms and Conditions- Commercial Items, applies to this acquisition and there is no addenda to this provision; and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: (i) Technical Approach, (ii) Personnel, (iii) Past Performance and (iv) Price. All interested contractors must be actively registered in the Central Contractor Registration (CCR) website located at www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Questions must be submitted electronically to the Contract Specialist no later than Tuesday, July 20, 2010. Telephone inquiries will not be accepted. Interested responsible sources may submit a proposal to NOAA no later than 12 Noon (EST) Tuesday, July 27, 2010. Responses shall be no more than 20 single pages, standard page size 81/2' x 11" and in Word 10 pitch format. Responses may be emailed to the Contract Specialist, Shirley L.
