- General and technical specifications The United States Air Force, 88th Air Base Wing, Wright-Patterson AFB, Ohio preparing to solicit for up to nine (9) transformer substation units to replace the existing transformers in Building 65. Proposal equipment shall meet the requirements contained in the technical specifications attached titled "Transformer Room Replacement Specifications", dated 9 June 2010. The proposed procurement will be solicited as Full and Open Competition; NAICS Code 335311, Size Standard 750 employees. The solicitation/RFP will be issued electronically and posted at www.fbo.gov. No hard copies will be issued for any reason. Once the solicitation/RFP has been posted, it is incumbent upon the interested parties to review this site frequently for updates to the documents. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate director or contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of the proposals, or the source selection process. Therefore, for routine matters on individual solicitations, please contact Jessica Morgan at the above number. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Department of Defense (DoD) has determined the Central Contractor Registration (CCR) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
