- Attachment 4- Climatological Data for Grand Forks AFB, ND Attachment 3- Material Submittal Schedule Attachment 2- Drawings Attachment 1- Technical Specifications Request for Proposal Solicitation Cover Letter The 319th Contracting Squadron, Grand Forks Air Force Base intends to award a construction contract with the work requirements to be performed by the contractor consisting of, but not limited to construct concrete foundations and footings in support of the Tactical Field Terminal (TFT) equipment, provide conduits for the communications and electrical connections, install security fencing with locking gates, provide backup power for the system by connecting to existing generator, utilize existing mechanical room to house TFT communication and Uninterrupted Power Supply (UPS), install HVAC system to service the communications room, and repair exterior pavements where necessary to lay the power and communications conduit from the TFT antenna area to the communications room. This project will also include all other associated work. This is an unrestricted acquisition. The resulting contract will be a Firm Fixed Price contract with a magnitude between $100,000 to $250,000. The performance period will be 60 days with a winter exclusion of 1 Nov through 1 Apr. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code is 238210, Electrical Contractors and other Wiring Installation contractors, and the small business size standard is $14 million. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Section L & M of the solicitation. All prospective offerors are required to be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered for award. Contractors can obtain further information on the Central Contractor Registration database at web site http://www.ccr.gov/ and http://orca.bpn.gov/. The solicitation will only be available for viewing and downloading at http://www.fedbizopps.gov/. No paper copies or CD-ROMs will be issued. Expected posting of the solicitation will be on or about 22 Jun 2010.
