Description
The Food and Drug Administration (FDA) intends to issue a sole source purchase order to VioCare, 145 Witherspoon St., Princeton, NJ 08542, under the authority of FAR 6.302 for the item(s) listed below. The Government intends to solicit and negotiate with only one source. This notice is issued for informational purposes only and not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the government. Sole source determination is based on the need for compatibility with Viocare’s proprietary software including, VioWell, VioFFQ, VioCenter, ProNutra and VioScreen Database and Software are currently in use by the Department of Personalized Nutrition and Medicine (DPNM), and is embedded in NCTR’s research protocols and is being used for an on-going study. A source change would compromise any future data and possibly invalidate the study as specified in approved National Toxicology Program (NTP) Protocols for the chronic & acute study. The proposed award is for products under the associated North American Industry Classification System (NAICS) Code is- 541511-Computer Program; Small Business Size Standard is 750 employees. Scheduled item(s) include: 1. Expansion of the Existing Software and Database as follows: 1.Develop a web-enabled electronic physical activity questionnaire based on the validated International Physical Activity Questionnaire (IPAQ). 2.Link the National Cancer Institute’s Automated Self-Administered 24 hour (ASA24) diet recall to the CDL, permitting participants access and use of the ASA24 system. 3Develop a physical activity tracker tool that will enable participants to track their individual physical activities directly through a web interface. 4.Develop a food tracker tool that will enable participants to track food intake and directly analyze macro-nutrient intake results. 5.Develop a weight tracker tool that will enable participants to track body weight and view against short and long term goals. 6.Develop a web-based tool for assigned counselors to create and document personalized wellness plans for participants. 7.Develop a tool for assessment reports, including comprehensive dietary and physical activity. 8.Customize an administrative site tool and database that can be used to set-up and manage participants. The tool and database must have the capability to export dietary and physical activity assessment data for uploading to external systems for research analysis. 9.Design a tool for expanding nutrient intake assessments for multi-ethnic populations. Design parameters for the software and database additions that will accommodate the addition of different ethnic groups and regions as more paper-based FFQs are validated. 10.Design a multi-nutrient database by combining the NCTR validated ethnic nutrient databases – initially for the Delta (African-American) population. Subsequent years may include expansion of the project to include Hispanic, Geinsinger (Rural Penn) and international data for Puerto Rico. 11.Host the software and database as well as provide a web interface specifically for DPNM and its collaborators. 12.Provide training/technical assistance sessions. 2. Licenses for Specific Software and Database: 1.License to use software tools for nutritional and physical activity assessments including an FDA VioWell specific website for the tool bench and access to the portion of the Viocare database identified above specific to DPNM and NCTR research and activities. The Database to store and retrieve data from the software applications. Simplified acquisition procedures will be utilized. The period of performance is one year from August 1, 2010 – July 31, 2011. A determination to compete this requirement based on a response to this notice is solely within the discretion of the government.
