- General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described as follows: Provide and Install TPO Membrane Roofing System at the Central High School NHS, Little Rock, Arkansas. Solicitation Number Q7310100029, PMIS Number 121865. The offeror selected shall furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of this project. Description: The work consists of removal of all the existing roofing material at the multiple roof levels of this Historic Building (Approx. 1,911sf, not including parapet walls). Install new tapered insulation with positive drainage, and install new 60 mil. White TPO Membrane Roofing fully adhered over entire roof surface and parapet walls according to manufactures guidelines. Install TPA walk pads around Trane Heat & Air package unit. Install new galvanized coping cap on parapet walls. Replace all vent flashings. Work will also require temporarily removing and replacing conduits and drain lines associated with Heat and Air Unit. Replace (Approx. 80'LF of coping cap (Contractor verification required) along parapet walls and install new. This project is the replacement of all roofing material with roof insulation, membrane roofing, and associated metal fascia, coping cap, and flashing and installing a new positive drain TPO Membrane Roofing System. Type of Acquisition: A negotiated, firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability, past performance, and price to determine the Lowest Priced Technically Acceptable (LPTA) offer to the government. The NAICS code for this project is 238160 and the small business size standard is $14 million. In accordance with FAR Subpart 36.204, the estimated price range for this contract is between $25,000 and $100,000. This solicitation is advertised under full and open competition. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov on or about July 29, 2010.
