Description
This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1685860 and solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. Delivery and acceptance will be at Baltimore, Maryland. The National Institute of Aging (NIA) has a requirement for a 32-Channel Data Acquisition System. The system has the following requirements: 1) Rack-mountable neural signal processor with front-end amplifier/digitizer/fiber-optic link, 2) Cables, 3) Data Acquisition software and 4) 128-channel neural signal simulator at 30 kHz. The unit must also be compatible with the existing Blackrock microsystem. The provisions at 52.212-1, Instructions to Offerors Commercial Items, is applies to this acquisition. The provisions at 52.212-2, Evaluation Commercial Items is applicable. Specific evaluation criteria: (1) Ability to meet technical specification, and (2) Ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offeror must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. Clause at 52.212-4, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition. The quotations are due July 26, 2010 3:00PM EST and will be submitted hard copy or electronically to Jasmine Snoddy, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
