This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a supply requirement entitled: Lower Granite ESBS Transducers. This is scheduled to be issued as a Firm Fixed Price contract. The further purpose of this sources sought is to determine interest and capability of potential qualified 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses and Service Disabled Veteran Owned Small Businesses (SDVOSBs) relative to the North American Industry Classification code (NAICS) 334419. The Small Business size standard for this NAICS code is 500 persons. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS: (1)Your intent to submit a proposal for this project when it is formally advertised. (2)Name of firm with address, phone and point of contact. (3)CAGE Code, DUNS number, and Employment/Tax Identification Number (EIN/TIN). (4)The category of business or within Small business, such as 8(a), HUBZONE, or SDVOSB. (5)Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in fabricating similar products, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three (3) pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. Requirement Description 1.0Intent The following specifications pertain to the purchase of stainless steel cables for replacement on the ESBS (Extended Submersible Barrier Screens) for use at Lower Granite Lock and Dam. 2.0Scope The successful bidder shall be required to fabricate and deliver three (3) types of stainless steel cables to Lower Granite Dam by the date shown in Section Shipment and Delivery. He shall also provide load test data, documentation, and other items as stated in the specifications. 3.0Part# 24-5: Extended Cable Description: x 1232- 6x37 XIP IWRC Stainless Steel with Special Custom Left Hand Thread Stud; 1-3/8-6 UNC-2A Left SS One End with 2 Nuts, Hex, 1-3/8-6UNC-2B Stainless Steel and Stainless Open Swage Socket Other End Macwhyte SA163. The contractor shall furnish and deliver 10 extended cable assemblies per Bid Item List: Item #1 with 28 Optional extended cable assemblies per Bid Item List: Item #4, Drawing No. LSP-5.5-3-4/24 to Lower Granite Dam. The swaged threaded stud shall have left hand thread (as shown) and two hex nuts, Drawing No. LSP-5.4-3-4/23 Item# 8. Each cable assembly shall be proof tested to 20,000 pounds. Electronic copies of the drawing are available through the Contracting Office. It is the contractors responsibility to contact the Contracting Office to obtain an electronic copy. Used components are not acceptable. 4.0part# 125-3: lower arm actuating cable Description: x 383-1/2 6x37 XIP IWRC Stainless Steel 1-3/8-6 UNC SS One End with Three Nuts, Hex, 1-3/8-6UNC-2B Stainless Steel and Stainless Open Swage Socket Other End with 3 Ferrule SS on the Line 36 from Open Socket. The contractor shall furnish and deliver 5 lower arm actuating cable assemblies per Bid Item List: Item #2 with 14 Optional lower arm actuating cable assemblies per Bid Item List: Item #5, Drawing No. LSP-5.4-3-4/125 to Lower Granite Dam. The swaged threaded stud shall have right hand thread and three hex nuts, Drawing No. LSP-5.4-3-4/124 Item# 5. Each cable assembly shall be proof tested to 20,000 pounds. A Stainless Steel standard sleeve will be swaged 3-6 from eye of open socket end. Electronic copies of the drawing are available through the Contracting Office. It is the contractors responsibility to contact the Contracting Office to obtain an electronic copy. Used components are not acceptable. 5.0Part# 39-2: tag line assembly Cable Description: 5/16x160 7x 19 Stainless Vinyls Coated with Open Socket One End. The contractor shall furnish and deliver 5 tag line assembly cables per Bid Item List: Item #3 with 14 Optional tag line assembly cables per Bid Item List: Item #6, Drawing No. LSP-5.4-3-4/39 Item #19. Each cable shall be vinyl coated or equal with the maximum Ultra-violet ray protection to minimize sun damage. Each Tag Line shall have an open socket with pin on one end, Drawing No. LSP-5.4-3-4/39 Item #20. 6.0Submittals Before acceptance of Or Approved Equal bids, submittals must be approved by Mr. Rob Lustig (509-843-1493 x258), Lower Granite Dam, 885 Almota Ferry Road, Pomeroy, WA 99347. Submittals include copy of system drawings, manufactures catalog cuts, O&M manual, specification sheets, and warranty. 7.0Warranty Each system shall be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects. 8.0Shipment and Delivery All items shall be delivered FOB to Lower Granite within 60 days of contract award. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Granite Dam. No shipments are allowed other than normal business hours of Monday-Thursday 6:30 AM 4:30 PM, excluding holidays.
