Description
Recovery This notice is provided for information purposes only. NASA LaRCintends to issue a fixed-price contract to LMI entitled NextGen-Airportal ProjectTechnologies: Systems Analysis, Integration, and Evaluation This competitive action willbe funded by the American Reinvestment and Recovery Act (ARRA). The award results from acompetitive selection under the National Aeronautics and Space Administration (NASA)Headquarters released NASA Research Announcement (NRA) for foundational research insupport of the Aeronautics Research Mission Directorate (ARMD), entitled 'ResearchOpportunities in Aeronautics (ROA) 2009 under NNH09ZEA001N, Amendment 1, NextGen Airportal Project. The NextGen-Airportal Project works in close collaboration with theNextGen-Airspace Project to conduct airspace and Airportal foundational research anddiscipline-based technology. The project focuses on NASAs technical expertise andworld-class facilities to enable the highest possible efficiency in the use of gates, taxiways, runways, metroplex (a group of two or more adjacent airports whose arrival anddeparture operations are highly interdependent) airspace and other Airportal resources. The project will focus NASAs technical expertise and world- class facilities to addressthe constraints to achieving the NGATS capacity, efficiency, and environmental goals atthe nations airports and associated terminal/metroplex airspace. The project performanceobjectives include the use of 4-D trajectories (aircraft path from block-to-block,including the path along the ground) to plan and execute system-wide operations;integrating 4-D trajectory operations with safe, optimized surface and terminal areatraffic operations. The project research activities will focus on optimization of surfacetraffic, dynamic airport configuration management, advanced technologies to detect andavoid wake vortex hazards, new procedures for removing current constraints to safe, closely spaced and converging approaches in adverse weather conditions, and modelingsimulation and experimental validation research focused on single and multiple regionalairports. The objective of this effort is to analyze the potential benefits of NASAs ASPC&Ts within the constraints of the Nextgen- Airspace domain to include and emphasizeterminal airspace operations, specifically enroute and transition to and from airportterminal area operations. By cataloging the C&Ts, Identifying how the C&Ts createbenefits, determining appropriate evaluation metrics, performing concept benefitevaluation using modeling and simulation tools, assessing benefits and estimatingstakeholder costs. The referenced solicitation is a broad agency announcement as specified in FAR 35.016 andNFS 1835.016. Additional information regarding the 2009 ROA solicitation can be found athttp://nspires.nasaprs.com/external/solicitations/summary.do?method=init&solId={8AA62753-0F6B-3791-4A43-3DEF562FA257}&path=open (ROA-2009 CompleteSolicitation as of November 24, 2009). This announcement will not result in a Request forProposal; this announcement is for informational purposes only.
