- Description
- The U.S. Department of Health and Human Services (DHHS), Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) on behalf of the DHHS, Agency for Children and Families (ACF) for a project entitled, “Case Coordination Services for Unaccompanied Alien Children.” The Office of Refugee Resettlement (ORR), Division of Unaccompanied Children’s Services requires the services to develop and maintain regional or national case coordination program(s) that provide recommendations regarding the best interests of UAC, particularly in the areas of long-term planning, release from federal custody, family reunification, repatriation, and care and services. The Contractor will assist ORR with carrying out its mission and goals as it relates to serving unaccompanied alien children. They will be expected to acquire the services of bilingual Case Coordinators to make recommendations regarding the permanency, safety, and well-being of individual UAC, particularly in the areas of long term planning, release from ORR custody, family reunification, repatriation, and care and services. Case Coordinators will make holistic recommendations for both the short and long-term needs of individual UAC to support ORR in making determinations. In order to maintain the integrity of the recommendations, organizations may not have a conflict of interest (i.e., organizations involved in the care and maintenance of children in federal custody, organizations that would receive financial benefit as a result of their recommendations, etc.). Core tasks of the contract include: (1) Program Management to include establishing program/site, managing the project to ensure all work is of highest quality, timely and within budget (2) Recruit, train and maintain a staff of Case Coordinators for various cities over 4 regions; (3) provide a standardized training curriculum that all Case Coordinators must complete prior to case assignment; (4) Provide holistic case recommendations regarding long term planning, release, reunification, repatriation, care and services to ORR (5) Provides on-going support services for UAC through discharge as well as follow-up services to UAC who demonstrates continued need for services (6) Collaborates and communicates with other entities as required; (7) Develops and Implements Data Collection, Tracking and Reporting Methods (8) Maintains compliance with ORR policies and procedures; (9) On-going collaboration with ORR/DUCS staff. It is anticipated that the period of performance will be a base period of one year, with 1 one year option period available. The RFP will be posted on FBO approximately 15 days after this notice is issued. Only electronic copies will be available. Proposals will be due approximately 60 days after the RFP is issued.
