Description
PLEASE ACKNOWLEDGE AMENDMENT 1 IN PROPOSAL 1. Q: Can the requirement to backfill employees be extended to two weeks due to the need to replace the employee with qualified individuals who will need CAC cards, background checks, etc? A: Contractor is required to fulfill the mission need of back filling personnel who are to exceed an absent time of 3 hours or more in accordance with the PWS paragraph 1.4.2. 2. Q: Is there a set format for responses to the solicitation? A: All information regarding proposal submittal is included in the combined synopsis/solicitation. 3. Q: Is any additional information necessary for CLINS other than pricing? A: Please refer to provision 52.212-1 in the synopsis/solicitation in reference to what information contractors need to supply along their proposal in regards to price reasonableness, technical acceptability, and past performance. 4. Q: When is the start date for this requirement? A: Projected start date is three weeks after date of award. The award is anticipated on or about 2 August 2010. 5. Q: How many CSCS are recommended for the 4,000 soldiers? Is it similar to the amount of ATCs requested (1 per 2,000)? A: 1 per 2,000 for CSCS as well as ATCs. 6. Q: In CLIN pricing, does the Govt prefer to have the cost per month per employee or total cost per service described in the PWS? A: All CLINS should be proposed as total cost for the service per month as outlined in the solicitation and PWS. 7. Q: Can the Govt provide an estimate of time required to complete Man Power Reporting for the services described in the PWS? A: Please see paragraph 5 of PWS for information regarding what is required for Contractor Manpower Reporting. The time required to complete this can vary by contractor and contract. Contractors with no subcontractors should be able to complete this requirement in approximately an hour. 8. Q: Is there no earned time off or no earned sick time within the provisions of the PWS for the contractor employees (ATC and CSCS)? A: Per the Department of Labor Wage Determination, employees earn 2 weeks paid vacation after 1 year of service with a contractor or successor; 3 weeks after 5 years, 4 weeks after 15 years, and 5 weeks after 25 years. Please consult the Department of Labor for further information about employees rights; however this contract is for a service to be provided by a contractor. The contractor must supply a replacement for any contractor employee that is absent in accordance with the PWS. 9. Q: How do we handle comp time? Will the Govt accept comp time to be saved and used at a mutual agreeable time (and not have to replace the time missed with replacement ATC or CSCS)? A: There will be no over time or comp time. Regular working hours are Monday through Friday except Federal Holidays (not to exceed 40 hours per week), usually between the hours of 6:30 a.m. and 3:30 p.m. 10. Q: Will each ATC or CSCS work 8.5 or 9 hrs per day accounting for 30 min or one hr of lunch? A: Services are required 8 hrs per day. Lunch hour will be coordinated with the COR. 11. Q: Will Govt provide training to CSCS staff in ALTA if unfamiliar with ALTA system? A: Yes. Any training necessary for medical documentation will be provided. 12. Q: What is the occupation code and title for both positions from the Wage Determination/Service Contract Act? A: The contractor shall select the most appropriate category for each position. Q: Can the contractor account for two weeks paid vacation after year one, three weeks after 5 years and so on? Will this be in the form of a modification to the contract once awarded or modified in year two of the contract? A: This is a firm-fixed-price contract. The quoted amount of the base year and each option year will be firm and not modified. 14. Q: Will ATC and CSCS team members be in hazardous areas? A: No hazardous areas. 15. Q: Conformance process: Should we report man hours for this item in the contract manpower reporting? A: No. 16. Q: Does the contract require Professional Liability for healthcare professionals (ATCs)? A: Yes. $1 Million per employee of Malpractice insurance is required by the Contractor before the beginning of the performance. This will be added into the Contract language upon award. 17. Q: Will the contractor be responsible for providing substitutes when CEWs or joint in-service training is deemed mandatory for attendance? A: Yes, the contractor is to provide substitutes for absences. 18. Q: Does the Govt provide a program to maintain contractors HCWs shots, immunizations, TB, and flu shots with-in the MTF or is this requirement for the contractor to maintain in a private setting at contractors expense? A: The contractor is responsible for maintaining its employees immunizations at the contractors expense. 19. Q: Will the Govt accept eligible to practice if the contractor applies for license to practice in Colorado after award? A: No. Contractor shall be licensed to practice in Colorado prior to award. 20. Q: How many staff is the contractor to supply? A: The contractor is to propose to the Govt the amount of staff required to perform this requirement. As stated in the PWS, there shall be at least 1 ATC and 1 CSCS per 2,000 soldiers. There are 4,000 soldiers total. 21. Q: What are the current rates for these services? A: There is no current contract. 22. Q: Is there a re-compete or new requirement? A: This is a new requirement. 23. Q: Is there an incumbent for this requirement? A: There is no incumbent.
