Description
RECOVERY: The USDA Forest Service, Tahoe National Forest, North Yuba Ranger Station (hereafter “the Government,” “the Forest Service,” or “the Tahoe National Forest (TF)”), announces an opportunity for the “Seymore Quartz Mine Closure” project using funds from the 2009 American Recovery and Reinvestment Act (ARRA). This acquisition is being advertised as a total Small Business set-aside, and any resultant firm-fixed price contract will be awarded pursuant to FAR 15, Contracting By Negotiation, procedures. In accordance with FAR Part 36.204(b), the estimated magnitude of construction is between $25,000 and $100,000. The estimated contract period of performance is 120 calendar days after the Notice to Proceed. The applicable North American Industry Classification System (NAICS) Code is 332323 “Ornamental and Architectural Metal Work Manufacturing.” The Small Business Administration size standard is $14.3 million. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow up information requests. The Request for Proposal (RFP) will be posted to the FedBizOpps website on or about July 28, 2010. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. The Contractor(s) shall furnish all personnel, facilities, equipment, materials supplies, and services (except as may be expressly set forth in this contract as furnished by the government), and otherwise do all things necessary for, or incident to, the satisfactory performance of this contract. Under this contract, the Contractor shall provide the items of work required in Task Order (TO) to remove physical safety hazards associated with Abandoned Mine Lands (AML). Nothing in this contract calls for work associated with hazardous materials (as defined by 49 CFR 105.5 (b)) or under the authority of the Comprehensive Response Compensation Liabilities Act (CERCLA) or the Resource Conservation and Recovery Act (RCRA). The contract involves the physical closure of one (1) shaft using a wire net closure, and the replacement of a existing gate at the portal with one (1) closure using bat friendly gate designs at the Seymore Quartz mine site. The Contractor(s) will also supply four (4) culverts fabricated with installed bat friendly openings to the Forest Service specifications and the Contractor(s) will supply polyurethane foam (PUF) to the Forest Service. The closures using culverts or polyurethane foam will use Forest Service temporary work force crews for installation. SPECIAL NOTE: Recipients of ARRA funding must register and report job creation and retention information into the www.recovery.com website on a quarterly basis throughout the contract performance period.
