RECOVERY ACT ACTION THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE NATIONAL INSTITUTES OF HEALTH (NIH) BUSINESS SYSTEMS OFFICE (NBS), OFFICE OF THE DIRECOTER (0D) In accordance with FAR Part 5.7 Publicizing Requirements Under the American Recovery and Reinvestment Act (ARRA) this is an award notification for the performance based solicitation under RFP No. NLM-10-115-RSHwhich was competed under the GSA Federal Supply Schedule 70, SIN 132-51. This requirement is being awarded as a fixed priced-award term task order and the base year is fully funded with American Recovery and Reinvestment Act (ARRA) funds. The option years under this requirement will be funded with Non-ARRA funds. The task order is for professional project management organization support services and was competed and awarded in accordance with Federal Acquisition Regulations (FAR), Part 8.4 Federal Supply Schedules. The National Institutes of Health (NIH) has awarded contract number HHSN-276-2010-00357U(ARRA funded) to Business Intelligence, Inc. Business Intelligence, Inc. George Thompson 4031 University Drive, Suite 200 Fairfax, VA 22030 Award Amount: $2,131,440 Total Estimated Award Amount: $16,332,120 (incl. option periods) Task Order No.: HHSN-276-2010-00357U Period of Performance: July 19, 2010 through July 18, 2011 with Four (4) 12-Month Option Periods and Two (2) 12-Month Award Terms (DUNS No. 621641005). This initiative provides support to assist with system engineering and integration activities utilizing Project Management principles to support the implementation of the ARRA, including activities to improve accountability, transparency and reporting, and mitigating the risk of fraud, waste and abuse, of all federal funds including ARRA funds. The contractor will provide services towards a number of major program management, project control, and contract administration necessary to manage the contract process to ensure that cost, schedule and quality requirements are tracked and communicated to the COTR and his Federal designee(s) in the implementation of the following ARRA funded PMO projects: • Lead and coordinate the EPLC Stage Gate Review Cycle (SGRC) for all NBS projects/initiatives. • Submit required Project Management deliverables • Develop, support, update and/or maintain various types of NBS Program documentation. • Develop & understand the concept of standard and repeatable program management practices. And maintain a reference library by developing and maintaining plans and practices according to best industry practices. • Conduct impact analyses when there are changes to business processes, develop training and communication materials, and deliver training to NBS staff. • Provide a time-bound methodology for analyzing the current practices, developing new documentation and mobilizing an enterprise PMO in support of the NIH Healthier Financial Management Initiatives.
