- The U.S. Geological Survey, Western Coastal and Marine Geology Program (C&MG), intends to award of a non-competitive purchase order to Woodrow Geosciences of Point Richmond, CA for non-personal services to undertake the description, analysis and interpretation of sediment gravity cores obtained in both northern and southern San Francisco Bay from 1990 to present; and to collect samples and perform heavy metal analysis on sediment samples collect in San Francisco Bay within the last year. This work will be performed by a professional scientist and the focus of this work will be on the following: (1) Visually describe cores for texture, physical, biogenic, deformational sedimentary features and develop core logs from descriptions for permanent archive and a technical report; (2) Digitally photograph the cores and generate images for permanent archive and technical report; (3) Compile core logs, core photos, and all relevant information into an interpretive technical report; (4) Assist with collection of sediment grab samples in San Francisco Bay; (5) Perform heavy metals analysis on samples; and (6) Compile heavy metal analysis and interpretations into a technical report. These services are required on a part-time, hourly basis for one base year and two option years. The estimated hours per year are 336 hours. Woodrow Geosciences will provide a highly trained, professional geologist with a specialization in sedimentology. This contractor has conducted sedimentologic research, using both sediment cores and outcrops, and associated laboratory analyses and has published numerous research technical papers in scientifically referenced publications. Additionally, this contractor has done specialized research lakes, estuaries, and marine environments and is a registered professional geologist (Pennsylvania). This contractor has worked on previous sedimentary gravity cores from San Francisco and has developed specific techniques and methods that are required for this description and analysis of cores. There are no other known sources that possess the unique and essential technical and scientific qualifications to perform these services. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) and the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." In accordance with FAR 5.207(c)(15)(i), other responsible sources that believe they can meet the requirement described above may submit a capability statement no later than the closing date of this announcement which will be considered by the USGS.
