Description
The contractor will provide personnel, management, transportation, equipment, supplies and materials and any other items and services to propagate rare native Hawaiian plants and provide database management services to the Army Department of Public Works (DPW) Natural Resources Program on the Island of Oahu, Hawaii. This is a recurring requirement. Services are currently performed under a separate contract. Current contractor is the Research Corporation of the University of Hawaii, Inc., 2800 Woodlawn Drive, Suite 200, Honolulu, Hawaii 96822. Current contract is a base with 4 option years with an estimated contract price of $490K. Period of Performace is scheduled for 1 September 2010 through 31 August 2011 with a possibility of 4 option year periods. This solicitation will issued on a full and open competition basis. Issued solicitation packages will be posted to the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi). After the initial ASFI page loads, go to Contracting Opportunites Search, Select Contract Office: RCO Hawaii (PARC Pacific, 413th CSB), then Continue button. Interested offerors are required to submit their bids through this website. Any other means of bid submittal will not be accepted. Once the solicitation is posted on the website, interested offerors are responsible for monitoring the website until the closing date for any issued amendments or changes. Questions may be submitted via email to: ronnie.sakata@us.army.mil The following is a brief description of the solicitation (note: forthcoming solicitation may contain changes to items/descriptions and quantities): Propagation of rare plants: The Contractor must have knowledge and expertise cultivating native Hawaiian plants in vitro and with traditional methods including specific experience with species in the Makua and Oahu Implementation Plans. Contractor must have experience conducting propagation research with native Hawaiian plant taxa. The Contractor shall conduct both traditional and micropropagation of rare Hawaiian plants on propagules for the Army DPW Natural Resources Program. The Army DPW Natural Resources Program staff shall collect and deliver the propagules to the Contractor. The Contractor must hold all applicable permits for propagating endangered plants. Database Management: The Contractor shall provide updates to Natural Resource Microsoft Access database from cooperating agencies databases. Contractor shall create or modify any data tables or reports needed by the Natural Resources staff in the Natural Resource Database. It is desirable that the Contractor has experience managing the Armys Natural Resource Database.
