Contracting Activity: Purchase a light and compact outdoor remote digital video surveillance system which meets the following requirements: waterproof, shock resistant, 640 x 480 resolution @ 30 FPS, USB and RCA cables included for playback, up to 1 hour record time at highest resolution, dimensions of at least 4.25Lx 1.75D x 2.25H (in), records to a standard SD card, uses "AA" camera batteries lasting up to 1 month during field use, lithium sensor batteries, built-in receiver/ processor which allows integration with existing Sensor iCam line of wireless sensors available from the OLE Digital Evidence Recovery and Technical Support Unit (DERTSU). 2. Reason for Authority Cited: (State why this is the only source that can provide the required supplies or services.) 1 (a) Services can only be provided from the original source as this is a follow-on requirement for the continued provision of highly specialized services. (i) What harm will come to the Government if desired supplies/services are not provided on time? The Office of Law Enforcement (OLE) will be faced with dedicating additional special agents from an already depleted workforce to complete labor intensive surveillance operations during complex criminal investigations that could be otherwise captured by a remote digital video surveillance system. (ii) What harm will come to the Government if desired contractor doesn't receive the award? R4 special agents will not be able to integrate and utilize existing Sensor iCam wireless surveillance equipment that is available for short term loan through the OLE Digital Evidence Recovery and Technical Support Unit (DERTSU), a national OLE technical equipment cache, while conducting complex investigations with very specialized and unique equipment. 6. Actions to Increase Competition: (State what actions will be taken to increase competition before subsequent acquisition of the supplies or services is required.) R4 OLE will continue to search for vendors meeting specific remote digital surveillance system equipment requirements and national OLE specifications for this highly specialized and unique electronic equipment. 7. Market Survey: (Describe the extent of the market survey conducted to identify all qualified sources and the results thereof. "Market Survey" is defined as those attempts you made to ascertain whether other qualified sources exist. The survey of the market place may consist of written, telephonic, or world wide web inquiries.) R4 OLE contacted the DERTSU in conjunction with the EPA technical equipment lab along with the U.S. Forest Service technical investigations agent as well as telephonic and world wide web searches/inquiries to identify other sources for this specialized equipment. One other vendor was identified which is a value added customer of Sensor iCam who received their equipment from the Sensor iCam and repackages it for resale. Sensor iCam will sell the same equipment to the government for more than a $1,500.00 discount. 8.
