DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 08, Veterans Administration Caribbean Healthcare System (VACHS) San Juan Medical Center. 2.Description of Action: This is a request for other than full and open competition for an emergency cleaning of ductwork at the Main Building from Action Exterminating. 3.Description of Supplies or Services: This Company will clean the ductwork system to eliminate odors from the fire at the second floor. 4.Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; (X) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: In order to have the facility able to provide healthcare services to our patients, the area has to be cleaned and deodorized. This job has to be performed immediately to avoid cancellations and delays on medical treatment to our veterans, and to provide a safe and healthy environment to our employees and visitors as well. 6.Actions to Promote Competition: Since time is of essence for the completion of this work, Action Exterminating was contacted due to their availability of resources, come of them already working at VA. 7.Determination of Fair and Reasonable Price: The anticipated plit.e ti' the Government is $98,000.00. Price seems fair mai ket value. 8.Market Survey (FAR 10): Action Exterminating has been selected based on their qualifications, experience and current level of service performance at VACHS.
