- Grand Forks Air Force Base intends to award a construction contract with the work requirements to be performed by the contractor consisting of, but not limited to the following: The contractor shall furnish all plant, labor, materials, equipment, supplies and supervision necessary to complete JFSD 200979, UAS (MQ-1) Repair Squad Ops 541in strict accordance with the construction documents. Work to be performed includes; interior renovation of the open bay in the SW corner into a functioning UAS equipment/operations facility including supporting offices, mechanical, electrical and fire suppression infrastructure. The SE portion of building 541 shall be renovated for office and training spaces. Work shall include demolition and new construction of room layout, architectural casework, new finishes, doors and frames, ceilings, HVAC, electrical work and fire suppression. Minor site work related to new mechanical and electrical infrastructure. The resulting contract will be a Firm Fixed Price contract with a magnitude between $250,000 and $500,000. The performance period will be 180 days with no winter exclusion. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 236210, Industrial Building Construction and the small business size standard is $33.5 million. This will be a request for proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award to other than the lowest price. Evaluation factors will be set forth in sections L and M of the solicitation. All prospective offerors are required to be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered for award. Contractors can obtain further information on the Central Contractor Registration database at web site http://www.ccr.gov/ and http://orca.bpn.gov/. The solicitation will only be available for viewing and downloading at http://www.fedbizopps.gov/. No paper copies or CD-ROMs will be issued. Expected posting of the solicitation will be on or about 7 July 2010.
