Description
This is a Service Disabled Veteran Owned Small Business Set Aside. The VA Hudson Valley Healthcare System (HVHCS) is seeking a qualified Architect/Engineering (A&E) Firm with specialty and/or experiences in Healthcare Design for a new Urgent Care Patient Admissions building and renovation of building 15E located at Castle Point, NY 12511. The A/E must have prior experience with at least three (3) similar size projects and requirements. This procurement is full and open competition and is restricted to firms located or operate an office within a 150 mile radius of HVHCS. The NAICS Code is 541310 with a small business size standard of $4.5M in annual sales receipts. The A/E Selection Process will be done in accordance with FAR 36.602-1. All work shall comply with current VA Master Specifications and Standard Details. Work will be in accordance with the provided scope of work, and is to be done in a first class manner as approved by the Facility Manager. Following is the scope of work for this project: Scope of project: This project will renovate the urgent care patient admissions area inside of building 15E and construct addition interconnecting to building 15 H of the VA Hudson Valley HCS castle point campus. This will completely renovate: approximately 7835 square feet of space and add 9330 square feet of space. Includes lobby, bathroom, and reception area enhancing patient privacy, administrative offices, OEF/OIF space, a separate ambassador area and life support urgent care room expansion. Work will include updating/replacing aged architectural, plumbing, electrical, mechanical, and HVAC infrastructure. Space will be gutted and new equipment will be installed. System upgrades include new lighting, plumbing, and mechanical fixtures. The project will be phased during construction. Award of a contract is contingent upon the availability of FY11 funds. The anticipated duration of the project is 730 calendar days. The estimated cost of construction is between $5,000,000 and $10,000,000. The completed SF-330 will be evaluated by a HVHCS Engineering Evaluation Board which will furnish the Contracting Officer an evaluation report. The selection criteria will include the following: (Listed in descending order of importance) 1. Professional qualifications and disciplines of staff proposed for the satisfactory performance of required services. 2. Examples of specialized experience and technical competence in various disciplines required for specific project. 3. Examples of project schedule control and capabilities showing ability to accomplish work within the allotted time frame. 4. Past experience and performance on government contracts. 5. Location of firm or working office providing professional services with in a 35 mile radius of the facility. 6. Reputation and standing of the firm and its principal officials. 7. Volume of VA work within the past 12 months based on fees received. 8. Qualifications and performance of sub-consultants proposed for the project. 9. Cost control capabilities and level of estimating effectiveness including specific examples. 10.Current projects being performed for government agencies, health care facilities (including psychiatric) and private industry. 11.Computer capabilities, including drawings on AutoCAD 2007 and specifications on Microsoft word using the VA Facilities Management Master Specification Format. 12. Detail of firm ™s management philosophy and organization. After the evaluation of submissions in accordance with the evaluation criteria, a 'short list' of three or more of the most highly qualified firms may be chosen for interviews to present their approach to the design in order to arrive at selection of the firm in which to enter into negotiations. It will be the Contracting Officers discretion to hold face to face interviews or not. This is not a request for proposal. The Government will not pay for nor reimburse any costs associated with responding to this advertisement. The Government is under no obligation to award a contract as a result of this advertisement. As of October 1, 2003, all Contractors, both large and small, are required to register in the Central Contractor Registration (CCR) database before an award.
