- RFQ The Federal Bureau of Investigation (FBI) intends to negotiate a sole source award in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1). A sole-source, fixed-price procurement with Applied Biosystems for the purchase of 5 (each) of the 5 BSD 600-Duet Semi-Automated Punch Instruments under RFQ LDQ003409. The FBI need the BSD 600-Duet Semi-Automated Punch Instruments to process evidence samples pursuant to the DNA Backlog Elimination Act of 2000 and the DNA fingerprint Act of 2005. New legislation has increased the number of sample a submitted to the FBI Federal DNA Database Unit (FDDU) from 100,000 samples a year to over 1 million samples per year. The additional BSD 600-Duet Semi-Automated Punch Instruments will Increase the efficiency and throughput of the Federal DNA Database Unit. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Based on market research conducted only the BSD 600-Duet Semi-Automated Punch Instruments will allow FDDU to conduct more rapid processing of the blood samples. This instrument is sold exclusively by Applied Biosystems. FDDU currently has made significant investment to outfit there laboratories for the BSD 600-Duet Semi-Automated Punch Instruments and to purchase a different system would require additional outfitting,validation and training personnel to FDDU Analysis protocol which would result in unacceptable delays in FDDU mission. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests in this requirement to this office by 9:00 AM (Eastern) July 27, 2010, via e-mail to the attention of: Montarious Usher, at Montarious.Usher@ic.fbi.gov.
