Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Applied Biosystems of Foster City, California for an upgrade to our existing SOLiD 3+ System to the SOLiD 4 System under other than full and open competition by the authority of FAR subpart 13.106-(b): Only one responsible source and no other supplies or services will satisfy agency requirements. The SOLiD 4 System upgrade is required to meet the following performance enhancements: 1. Capable of generating 1.4 billion reads per run 2. Capable of generating greater than 80 GB of mappable sequence per run 3. Capable of sequencing both Mate-paired and Pair-end libraries 4. ~80% of mappable reads with QV greater than or equal to 30 5. Allow for multiplexing with 96 DNA and 48 RNA barcodes The SOLiD 4 System is manufactured and sold solely by Applied Biosystems and no other vendor has access to their proprietary technology. The system is unique to Applied Biosystems and designed to be 100% compatible with the existing instrument owned by NIST. As a result, Applied Biosystems is uniquely qualified to meet the Government's minimum requirements. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on July 27, 2010. Inquiries will only be accepted via email to joshua.holliday@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
