Description
NASA/GRC has a requirement for MS-50 Dry High Proudction Console Helium LeakDetector.NASA/GRC intends to purchase the items from VIC Leak Detection, VIC part #0139-910-00, ona sole source basis.In support of the international Low Impact Docking System (iLIDS) the NASA GRC Seal Teamhas been tasked with developing the iLIDS main interface seal and quantifying its leakrate. The Seal Team is currently in search of a helium leak detector that can accuratelyquantify gross helium leak rates associated with the candidate main interface seals. Thenew leak detector will replace an existing Varian model 979 helium leak detector.Although the 979 has a relatively successful record quantifying very small leak rates(<1x10-8 atm-cm3/s) it has had very limited success in accurately and repeatedlyquantifying large leaks (>1x10-3 atm-cm3/s). The Seal Team evaluated three helium leak detectors from two vendors. The leak detectorswere the Varian models 979 and VS and a Vacuum Instrument Corporation (VIC) model MS-50.The Varian model VS and the VIC MS-50 were demonstration units provided by theirrespective manufacturers and the Varian model 979 was the leak detector currently beingused by the Seal Team. Early in the evaluation the Varian VS was eliminated due to itsinability to measure helium leak rates greater that 9.9x10-4atm-cm3/s, which is below theleak rates of our test specimens. Therefore, no additional observations of the VS weremade.It should be noted that the Varian model 979 has been discontinued and its replacement,the VS, cannot quantify leak rates >9.9x10-4 atm-cm3/s. The VIC MS-50 has demonstratedthe ability to accurately a repeatedly quantify gross leak rates in the10-3 atm-cm3/srange. Based on the iLIDS teams market research, the MS-50 is the only known helium leakdetector that meets the requirements for the test and evaluation of candidate seals todock to the International Space Station. Vacuum Instrument Corporation (VIC) is theoriginal equipment manufacturer of the MS-50. It is in the best interest of theGovernment to award this procurement to VIC without any further competition.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. This is under the authority of FARReference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 19, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
