Description
The purpose of this Sources Sought/Market Survey is to identify production sources for the LID- Drawing number 6737410 and ADAPTER - Drawing number 6256811 Notice: The Technical Data Package (TDP) associated with the 5 inch/54 Lid and Adapter is classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Technical Data Package (at this time only the top drawings are available) (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, you must request a copy of the top drawings via email to gail.thompson2@us.army.mil, request MUST include Cage Code, Company Name, Address, Phone, Email address and point of contact. The TDP will then be mailed to those certified offerors. Please allow two weeks for delivery. If expedited receipt of drawings is desired your company Federal Express number can be provided with request. The Lid for the MK 186 subassembly is historically a lathe turned and milled aluminum part machined from aluminum alloy 6061 in accordance with ASTM B211 or ASTM B221, Temper T6. The finished part is approximately 2 inches in diameter and approximately one quarter inch thick. The finished part is then pretreated with a chromic acid anodized finish in accordance with MIL-A-8625 Type I Class I, marked with A-A-208 ink and coated with a corrosion preventative compound in accordance with MIL-C-82594 Type II. The completely finished part is then placed into the specified packaging. The Adapter, for the MK 186 subassembly, is historically a lathe turned steel part machined from AISI 1050 cold drawn steel manufactured in accordance with ASTM A108. This fairly complicated, basically cylindrical CUP shaped part has a maximum diameter of roughly 2.725 inches and is roughly 3.820 inches in length. The finished part is pretreated with a TT-C-490 Method II finish and is then coated with a corrosion preventative compound in accordance with MIL-PRF-16173 Grade 5, Tectyl 511M. The completely finished part is then packed into the specified packaging. Any coatings or additives to the material selected by the contractor must be provided to the US Government prior to production for Energetic Compatibility testing. This includes cleaning agents. The governments interest would be between 5000-10,000 of both Lids and Adapters. An acceptable First Article Inspection is required on both items prior to production. Interested companies should provide minimum production requirements and any production limitations they should also note any significant lead times with equipment or materials associated with production of these lids and adapters. Companies are requested to produce a Rough Order of Magnitude price on each item. Interested companies should respond by providing the government the following information: a brief summary of the companys capabilities (A description of the facilities, personnel experience, and past manufacturing experience as it relates to the above criteria) and availability. A respondent should provide their Quality Management System certification type. A respondent to this survey should be able to show adequate technical capability and good past performance in the machining industry. A respondent to this survey must have a majority of the skills and facilities that are required to manufacture this part. If a respondent does not have adequate resources (technical, Manufacturing, personnel or facilities) available, then they must be able to demonstrate their ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these same criteria. All contractors interested in this notice must be registered in the Central Contractor Registration Database. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the government. The government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. The government will utilize the information provided only to develop the acquisition strategy for future requirements. All submissions are requested to be made electronically and shall be submitted no later than 13 August 2010. All information submitted will be held in a confidential status.
