Description
The National Library of Medicine (NLM) intends to contract with Texas Tech University, on a sole-source basis to acquire professional service, for the purposes of Architecture for flexible interface to compressed high-resolution, annotated medical images. The North American Industry Classification System Code is 611310. Professional services are required over a 12-month period for carrying out all required research and development (1) to implement a flexible software architecture to allow the NLM "TTC" compression/decompression to be used for storage and retrieval of high-resolution medical images and annotations across multiple widely-used computing platforms, including Web browsers and popular mobile devices, (2) to create working implementations that use this architecture to allow retrieval of high-resolution images and associated annotations, user annotation of images, storage of user annotations, and storage of user-supplied images. For (1) the compression/decompression algorithms used shall be the latest version (5.0 or later) of the previously-developed NLM "TTC" algorithm, which incorporates the line-based, memory efficient Hybrid Vector-Scalar Quantization/Backward-Coded Wavelet Transform (HVSQ/BCWT) compression/decompression method. The required work shall result in fullydocumented code that implements this codec in the flexible software architecture described above. For (2) the required work shall result in (a) a stable Web browser-compatible viewer that allows the display of TTC-compressed images by user specification of the image URL; this viewer shall be based on previous NLM work done toward development of such capability; it shall include the capability for the user to draw a region-of-interest on a low resolution displayed image, such that only the compressed, high-resolution image data corresponding to the ROI will be transmitted to the user, decompressed, and displayed; it shall also allow the display of user annotations associated with images, user entry of annotations of images, and the capability for users to specify images to be compressed and stored; and (b) a stable implementation of these same capabilities on the Apple iPhone and Apple iPad devices. This is not a Request for Quotations (RFQ), nor is a RFQ available.
