Description
NASA/HQ plans to issue a modification for the second phase of the contract tosupport services for the Zero Robitics Program.The ZERO Robotics program enables high-school students to participate in the SPHERES(Synchronized Postition Hold Engage Re-orient Experimental Satellite) program by writing their own algorithms to solve aproblem by the Massachusetts Institute of Technology (MIT) team. The original pilotprogram was conducted from winter of 2009 to 2010 and was a limited pilot of only twohigh schools. The second phase will involve 10-20 high schools and potential middleschools from across the nation that will compete against each other during the Fall of2010 to 2011. NASA intends to issue the modification on a noncompetitive basis toMassachusetts Institute of Technology in accordance with 10 U.S.C 2304 (c)(1), asimplemented by FAR 6.302-1, 'only one responsible source and no other supplies orservices will satisfy agency requirements.' MIT is uniquely qualified to perform thesecond phase and provide engineering support because they created the SPHERES program andhold proprietary ownership of the data. The Government does not intend to acquire acommercial item using FAR Part 12. See Note 26. Interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 4:00 p.m. local (EST) on July 28,2010. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed. See NASA Specific Note 'B'.
