Description
Notice of Intent Reference # 2010-85203 The Centers of Disease Control and Prevention intends to award a sole source, firm fixed price contract, in accordance with FAR Part 13, using simplified acquisition procedures, to Covance Laboratories Limited, Otley Road, Harrogate North Yorshire, HG3 1PY, United Kingdom. Covance Laboratoreis Limited will deliver the following in accordance to the performance work statement. Performance Work Statement Project Title: Measuring Urinary Nicotine and its Nine Metabolites STATEMENT OF WORK Title of Project: Measuring urinary nicotine and its nine metabolites C.1 Background and Need - This work is needed to complete a Division of Laboratory Sciences study project #2007-0027 (Smoking behavior among smokers in Asian Pacific countries). This specific project conducts smoking behavior among smokers in different countries. Measurement includes smoking topography, cigarette filters, and biomarkers of exposure. All the elements in the requirement were finished except the measurement of biomarkers of nicotine. Upon acquiring this last set of data, overall data analysis can be initiated. Important scientific questions can be addressed and further research scope can be suggested and proposed. C.2 Project Objective - The objective of this project is to obtain the services of a vendor with expertise in measuring nicotine and its metabolites in 520 human urine specimens. C.3 Scope of Work - The list of measurement includes nicotine, nicotine-glucuronide, cotinine, cotinine-glucuronide, 3-trans-hydroxycotinine, 3-trans-hydroxycotinine-glucuronide cotinine-N-oxide, norcotinine, nornicotine, and nicotine-N-oxide. C.4 Technical Requirements - The incumbent vendor should fulfill the following requirement: • The analytical instrumentation to be used is liquid chromatography couple with tandem mass spectrometry • The method used in the measurement is validated • Specimens need to be analyzed with standard calibration curve and quality control samples • The reporting result needs to be within the lower and upper limit of quantitation • The reporting result is acceptable only if the quality control samples pass the quality assurance program • The incumbent should notify the progress during each step • C.5 Reporting Schedule -The report is due in 12 weeks upon the recipient of the specimens. C.6 Special Considerations - Additional charge of 10% repeat rate is allowed to add to the final cost. C.7 Government Furnished Property CDC will provide the samples to be analyzed by the contractor. Any data or conclusions resulting from the samples or from analysis of the samples is considered the property of CDC and are not to be used or transmitted for promotional or any other purpose without the explicit written permission of the CDC project officer. C.8 References - Deliverables - Complete report will be sent to CDC project officer within 12 weeks upon the recipient of the specimens in electronic format (report in PDF file and data in EXCEL file). Covance Laboratories Limited appears to be the only organization that can provide the services to meet all the program requirements. No Request for Proposal (RFP) will be issued based upon this Notice of Intent. This advertisement ends in 7 days in accordance with FAR 5.203 (A) (1).
