Description
The United States Special Operations Command (USSOCOM) intends to submit an out-of-cycle FY10 Foreign Comparative Testing (FCT) project proposal to evaluate strategic sustainable water extraction systems for use in remote areas with little or no power infrastructure. USSOCOM is interested in all operationally proven water extraction systems (such as well pumps) capable of meeting the below specifications and able to deliver potable ground water. Candidate systems shall be modular and easily transportable; flexibly powered by solar/wind with the capability to be powered by 90 to 240 Volts AC or 30 to 300 Volts DC; and tolerant of taking in non-potable water. Candidate systems shall allow for unattended operation, require little or no periodic maintenance, be logistically supportable, and include an integrated after-sales service plan. This system shall be capable of working in extreme austere environments with temperatures ranging from 32 to115 degrees Fahrenheit. The Government may acquire one or more water extraction systems that appear to meet or exceed these stated criteria for testing purposes. Further, based on the results of testing, the Government may award an Indefinite Delivery Indefinite Quantity contract to field sufficient systems to achieve military objectives. Responses are requested of all suppliers who can provide a working system ready for testing and demonstration purposes on or about 1 November 2010 and are also capable of providing 20 additional units within a year. Responses to this market survey are due on or before 2 August 2010, and shall include a product description with performance parameters and a statement regarding current availability. Responses shall also include a summary of prior testing, data sheets, test reports, and logistic and maintenance requirements; a discussion of manufacturing and production facilities; and an estimated cost of a complete system for testing and a unit cost for follow-on production systems.
