Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a Request for Qualifications. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The General Services Administration (GSA) Design Excellence Program seeks to commission architects and engineers to maintain and modernize our legacy federal buildings for the next 50 - 100 years of service. These projects are to demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability, and reliability; and creates environmentally responsible and superior workplaces for civilian Federal employees. In this context, GSA is in the process of determining the availability and adequacy of potential sources prior to issuing a Request for Qualifications for performance of Architectural-Engineering Design in accordance with GSA quality standards and requirements. As required by law, all facilities will meet Federal energy targets and security requirements. If no responses are received from potential sources, GSA under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (only one responsible source, and no other supplies or services will satisfy agency requirements), intends to negotiate and procure the following services on a sole source basis from Kohn Pedersen Fox, the architectural firm that originally designed the building. The U.S. General Services Administration intends to construct a security entrance pavilion (3,500 SF) to facilitate security for the Daniel Patrick Moynihan U.S. Courthouse, which is located in New York, NY. T his requirement is for architect and engineer (A/E) services for the design of the Daniel Patrick Moynihan U.S. Courthouse Security Pavilion, and optional ancillary construction phase services which may be exercised during construction of the project. The d esign of the Security Entrance Pavilion must architecturally complement the signature courthouse and the Foley Square surroundings. Also, the d esign shall be in accordance with GSA's Facility Standard's for the Public Buildings Service (PBS P-100) and the U.S. Courts Design Guide.. The Daniel Patrick Moynihan U.S. Courthouse houses the United States District Court for the Southern District of New York. The U.S. District Court of Southern New York is the oldest and most high profile district court in the nation. Since 1993, there have been several terrorist trials conducted by the Court. In addition to other very high profile cases, visitors to the Courthouse can be as high as 5,000 on a given day. The sheer number of visitors in relation to the nature of the high profile proceedings poses a risk to safety and security of employees, public (including jurors) and visitors. A pavilion will make entry into the Courthouse more organized and provide for an efficient process of securing devices that are prohibited. The courthouse is 27 stories tall. It is made of granite, marble, and mahogany. The 974,000 square feet federal courthouse contains 44 courtrooms and provides court support and administrative services to the United States Marshals Service and the Office of the United States Attorney for the Southern District of New York. The courthouse also features two works by notable artists. In the main lobby sits "Justice" by Ray Kaskey, while the sculpture "Sounding Stones" by Maya Lin graces the western plaza. The courthouse was designed by the architectural firm Kohn Pedersen Fox and was built under a design-build contract with developer BPT Properties with core and shell construction by Lehrer McGovern Bovis and interior construction by Structure Tone Inc. Groundbreaking took place on March 29, 1991, and the courthouse was completed in December 1994. The construction of the building is part of the General Services Administration Foley Square Project, which also includes a federal office building located at 290 Broadway. Foley Square has served as the civic heart of the city for nearly 100 years, providing the center for federal, state, and municipal courts as well as other government services. Completed in December 1994, the Daniel Patrick Moynihan U.S. Courthouse complements and reinforces the special qualities associated with the Foley Square district in New York City. This signature quality building reflects the dignity, enterprise, vigor, and stability of the American National Government and exemplifies the Guiding Principles of Federal Architecture, written in 1962 by Senator Daniel Patrick Moynihan, then Special Assistant to the Secretary of Labor, and issued by the Kennedy Administration. A/E firms interested in this effort must be able to demonstrate experience (within the last 10 years) with federal courthouse construction and must exhibit an understanding of the architecture of the Foley Square civic center, which located in downtown New York City. Also, the A/E must have knowledge and an understanding of the existing courthouse architecture, interior finishes, structure, HVAC systems, court operations, and the Maya Lin sculpture to successfully design the Security Pavilion. For this effort, the Northeast and Caribbean Region is also seeking information on experienced A/E firms that qualify under the 8(a) Program, the HUBZone Program and/or the Service-Disabled Veteran-Owned Small Business Procurement Program. The North American Industry Classification System Code for this potential acquisition is 541310. The Small Business size standard is average annual sales and receipts for the past three years that are less than $4,500,000.00. (35% of the level of contract effort must be performed within a seventy-five (75) mile radius of Columbus Circle, New York, NY.) •4. In the past ten (10) years, has your firm completed any projects demonstrating experience with Federal Court Houses? If yes, please provide a brief description of that experience. •5. Does your firm have an understanding of the architecture of the Foley Square civic center? If yes, please provide a brief description of that knowledge. •6. Does your firm have knowledge and an understanding of the existing courthouse architecture, interior finishes, structure, HVAC systems, court operations, and the Maya Lin sculpture ? If yes, please provide a brief description of that knowledge and understanding. Responses will be reviewed. However, a determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
