Description
The US Army Contracting Command, Joint Munitions and Lethality Contracting Center located at Picatinny Arsenal, NJ is seeking sources for potential demilitarization of Family of Scatterable Munitions (FASCAM). The Governments requirement is to perform demilitarization of FASCAM non-persistent anti-personnel (AP) and co-mixed anti-vehicle (AV) mines; AV mines are also commonly referred to as anti-tank (AT) mines. No stand alone AT/AV mines are included in this sources sought. Munitions will be provided in a variety of full up, loaded rounds that require storage, download and mine processing. All munitions would be delivered by the Government as Government Furnished Material (GFM) to the performers designated location(s). Munitions with DODIC and the mines contained in each and the estimated quantities thereof are as follows: Projectile, 155mm HE, M692 ADAM (D501): 38,000 rounds/1,368,000 ADAM Projectile, 155mm HE, M731 ADAM (D502): 135,000 rounds/4,860,000 ADAM Mine, Antipersonnel, M86 Pursuit Deterrent Munition (PDM) (K152): 2,000 mines Mine, Antipersonnel, HE, M74 GEMSS (K151): 33,000 rounds/165,000 M74 variantCanister, Mine, M87 VOLCANO (K045): 40,000 rounds/40,000 M74 variant/200,000 M75 variant CBU-78 A/B GATOR (J004, K133, K295, K299): 1,000 rounds/15,000 M74 variant/45,000 M75 variant CBU-89 A/B GATOR (K290, K299): 10 rounds/220 M74 variant/720 M75 variant Interested companies that have the necessary capabilities to complete all or any portion of the above requirements should respond with the following information: 1.Total types and quantities that can be completed within 3 years along with monthly capacity and capacity breakdown by carrier and mine. 2.Additional, ongoing annual capacity beyond 3 years. 3.Time required before execution (full rate munitions processing) could begin and the major activities required to be completed during this preparation period (eg. permitting, R&D, facilitization, equipment procurement/installation, etc.) and associated timelines. 4.Assumptions behind capacity and schedule figures (e.g. shifts being used, number of lines running, process throughput, etc.) 5.Provide evidence of ability to meet the above capacity, including documentation that supports your company's capability in meeting these requirements. 6.Include a technical description of the capability(ies) that would be used for each major process step (download, mine pre-processing, mine processing, etc.) and include maturity, throughput, availability (percent of operational time processing versus downtime) and a summary of past related demilitarization experience. 7.Identify place of performance and ship to location (if different from place of performance). 8.Identify the percent of munitions by weight intended for resource recovery and recycling (R3). 9.Identify any special concerns with and approach for handling ADAM mines due to the Uranyl Acetylacetonate content of the molding compound, which contains a very small amount of depleted uranium (DU). 10.Respondents must document their ability to work with US sensitive Military technology and comply with applicable arms trade controls and technical data export limitations. This is for information only and shall not be construed as a request for proposal or as an obligation on the part of the US Government. No award will be made as a result of this market survey. All information is submitted at no cost to the Government. The Governement is not obligated to notify respondents of the results of this survey.
