- Amendment 02 Question - Are "Primary Tasks" (A) through (G) listed in order of importance? Answer - Primary tasks (A) through (G) are not listed in order of importance. Question - Although geotechnical engineering services are named in the title of solicitation N62470-10-R-2039, we do not see geotechnical services listed specifically under the primary tasks anticipated for this contract. We assume that the geotechnical services required under this contract will be associated with the other described services, such as pavement testing, civil engineering, etc. Is this a correct assumption? Answer - Yes, the geotechnical engineering services under this requirement are envisioned to support the civil design tasks. Question - Evaluation Factor 1. Specialized Experience states "The Contractor shall provide a maximum of six (6) projects..." We understand that it is the Navy's intent that contractors provide only six (6) projects in SF330 Item F (unless in a Joint-Venture). However, in responding to this item in SF330 Item H, are contractors limited to only discussing those same six (6) projects, or are they allowed to present additional experience to fully address the evaluation factor? We would propose that contractors be allowed to summarize additional experience to fully convey their ability to perform the contract's wide range of services throughout the required geographic areas. Answer - The offeror may submit under Item H any other information it deems appropriate; however, for purposes of Evaluation Factor 1 only six (6) projects will be evaluated. "The Contractor shall provide a maximum of six (6) projects substantially completed between June 2007 and June 2010, that best demonstrate specialized experience relevant to the work proposed under this contract; knowledge of local codes, laws, permits and construction materials and practices in the contract area; and knowledge of and extent of experience applying sustainability concepts, including low impact development and DoD criteria." Question - Evaluation Factor 1. Specialized Experience states "For submittal purposes, each task order on an Indefinite Delivery, Indefinite Quantity contract is considered a separate project." Would the Navy allow contractors to present either a (1) task order or (2) an IDIQ contract summary as a separate project? We have several IDIQs encompassing multiple TOs and scope items that will show our relevant experience much better than a single TO. Answer: An IDIQ contract summary will not be considered as a separate project. As stated in the synopsis: "For submittal purposes, each task order on an Indefinite Delivery, Indefinite Quantity contract is considered a separate project." Question - Does this include roofing and waterproofing? Answer - No, roofing and waterproofing are not included
