Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA4625-10-Q-0051 is issued as a request for quotation for Library Book Collection Development. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44, DFARS DCN 20100623, AFFARS AFAC 2010-0402. The NAICS code is 451211 with the corresponding small business size standard of $7.0 million dollars. All offers are to remain valid until 30 September 2010. Basis for Award; The Government will award a contract from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Paper copies of the Request for Quotation shall not be made available. Requirement: The Whiteman AFB Library would like to purchase approximately 1531 books, DVD's & CD's. The purchase criteria is as follows: 65% of the titles will be hardback books (even mix of adult & juvenile); 30% of the titles will be DVD (even mix of adult & juvenile); 5% of the titles will be music CD's. The books, DVDs, and Music CDs selected for purchase will be identified during collection development and maintenance activities in the library's collection. Since a library's collection development and maintenance activity is a continual and gradual process, no exact titles are provided. The vendor must have the capability of providing standard library collection development services and practices to include the following: • Offer best seller list. • Provide browse & search capabilities (Title, Author, ISBN, and keyword) via an online website. • Provide search features that enable the search results to be refined by binding (library binding, hardback, paperback, etc.), price, age group, awards, release date, etc. • Provide sorting capabilities of search results (title, author, binding, ISBN, publisher, publication date, Dewey Decimal Classification, etc.). • Provide collection development tools: Forthcoming releases/Pre-pub announcements as well as award winning lists, starred or recommended reviews from top review journals (such as Booklist, Kirkus, Publisher's Weekly, and Library Journal). • Provide extensive DVD, Music CD, Audio-Books, and book titles for adults and youth. • Provide an account management/administrative module to review account status information (open invoices, overall account balance, etc.). • Preprocessing of dust jackets for books and adhering barcodes to library materials prior to shipping to library. • Provide current action on status of orders via the administrative module on vendor's website (what is the current status of the item? - In- processing, recently shipped, cancelled, backordered. • Package materials (with invoice) and ship order.
