- 1. The Government intends to award a single Indefinite Delivery, Indefinite Quantity\ (IDIQ) contract from this solicitation for the Defense Language Institute Foreign Language Center (DLIFLC) located at the Presidio of Monterey, California. 2.DLIFLC intends to expand their language capabilities of its Online Diagnostic Assessment (ODA) program. 3.The Scope of Work under this Services IDIQ contract will require the successful offeror to: For the Base Period: Develop 40 Reading Comprehension testlets (units of assessment) for each of the following five languages: (1) Urdu; (2) Brazilian (BR) Portuguese; (3) Dari; (4) Pashto; and (5) French as well as 40 listening comprehension testlets for the Iraqi Dialect and Levantine dialect. All testlets of the seven languages are to be delivered within a set delivery schedule during the base period (one year). For the Option Period: Develop 40 listening comprehension testlets for each of the following five languages: (1) Urdu; (2) Brazilian (BR) Portuguese; (3) Dari; (4) Pashto; and (5) French; as well as 40 Reading Comprehension testlets for two other languages to be determined at a later date. All testlets are to be delivered within a set delivery schedule during the option period (one year). 4. Projects will be executed through the issuance of future task orders under the terms of this contract. 5. Prior to a contractor receiving an award as a result of this solicitation, you must be registered and have an active, valid registration in the Central Contractor Registration (CCR). To obtain information on CCR and/or to register with CCR, visit their web site at http://www.ccr.gov. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. It is the Offerors responsibility that all offers submitted, regardless of method of submission, are received in this office prior to the time and date for receipt of the offer. 7.
