Vicinity Map - Aubrey Butte Radio Tower Vicinity Map - Redmond Air Center Jump Tower Vicinity Map - Scout Lake Campground Picnic Shelter Vicinity Map - Bandit Springs Snow Shelter Site Photos The Deschutes and Ochoco National Forests, with headquarter offices in both Bend and Prineville, Oregon, is seeking a qualified firm to provide Architect-Engineer Services for the complete structural evaluation and reports for four buildings in the Central Oregon area. Site Details -- See also attached photos of sites. Structure Number One -- Bandit Springs Snow Shelter: This building is a 3-sided snow shelter constructed of logs. The logs are in direct contact with soil and are not pressure treated. The building has avisible "list." This structure is approximately 20 years of age. It is located on the Ochoco National Forest, near Ochocho Divide. Structure Number Two -- Scout Lake Campground Picnic Shelter: This structure is a log picnic shelter in Scout Campground on the Deschutes National Forest. The Picnic shelter has untreated timber placed directly on a concrete slab with soil and cinders sloughing onto the exterior portions of the sill logs. This structure is more than 20 years old. Structure Number Three -- Redmond Air Center Jump Tower: The third structure is a metal tower that will require climbing and fall protection to evaluate. It is a "jump" tower at the USFS Redmond Air Center in Redmond, Oregon, utilized by Smoke Jumpers as a training facility. The jump tower is approximately 36 feet tall and has stair access in the center lattice to a cab mounted on top. HOWEVER, completing a full structural evaluation will not be possible from the stairs and cab. Climbing gear and fall protection will be required. Structure Number Four -- Aubrey Butte Radio Tower: The fourth structure is a 200-feet tall Rhone, self-supporting radio tower on Aubrey Butte in Bend, Oregon. The structure has an existing ascending cable that was originally designed for use as fall protection. The cable is reported to be frayed at the top and until the cable integrity is verified, its use willo not be allowed. Climbing this structure for evaluation purposes will require another means of fall protection. Project Location The project sites are located in areas. See the attached vicinity maps for further information. Contract Time The estimated start work date is August 12, 2010. There will be 60 days of contract time. SUBMISSIONS Please Note: There will be no solicitation to follow this announcement. The Short Selection Process will be used for this project. Criteria to be evaluated in determining the most highly ranked three firms include the following: (1) Professional qualifications necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in the type of work required. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (5) Location of the firm within the general geographical area of the Deschutes and Ochoco National Forests, central Oregon, and knowledge of the locality of the project, provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. (6) SPRAT or other professional climbing certification qualifications for inspectors. No award will be made to a firm without a valid, current record in the Central Contractor Registration database.
