Description
The Center for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), Division of Unintentional Injury, intends to award a sole source contract to Pacific Institute Research and Evaluation (PIRE), 11720 Beltsville Drive, Suite 900, Calverton, MD 20705-3166 for the analysis of the 2007 National Roadside Survey data. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541611, Administrative Management and General Management Consulting Services. The period of performance for this procurement is 12 months. The purpose of this procurement is for Pacific Institute of Research and Evaluation to provide available data on people who ride with drinking drivers. In addition to data on passengers of drinking drivers, this dataset also contains information on the trip including information about the drinking driver. Because of this, the relationship between the driver and passenger can be examined in addition to examining prevalence. Pacific Institute of Research and Evaluation is the only responsible source that can analyze and provide access to the data from the 2007 National Roadside Survey of Alcohol and Drug Use by Drivers. There are no other recent datasets that collect information on the passenger, driver, and trip and provide information on the BAC of the driver and the amount of alcohol that the passenger has ingested. As a result of Pacific Institute of Research and Evaluation being the only contractor with access to this data, no other vendor is qualified to conduct these tasks without substantial duplication of cost that would not be recovered through competition. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Pacific Institute of Research and Evaluation. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2010-Q-12468 referenced in the subject line NO LATER THAN July 24, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
